OVERVIEW
Chesterfield Township is seeking Statements of Qualifications from qualified and experienced firms to
provide residential solid waste, recycling, and related collection services for properties located within
the Township.
The Township currently consists of approximately 16,000 residential homes and growing, and the
selected firm(s) must demonstrate the capacity, staffing, equipment, and operational experience
necessary to serve a community of this size.
The Township’s objective is to identify a professional, reliable, and financially stable waste hauling firm
capable of delivering consistent, high-quality service, strong customer support, and compliance with all
applicable local, state, and federal regulations. This RFQ may be used to establish a short list of qualified
firms for future contract negotiations or a subsequent Request for Proposals (RFP).
1. SUBMISSION AND RECEIPT OF QUALIFICATIONS
Sealed qualifications will be received by the Charter Township of Chesterfield at the Office of the
Township Clerk, 47275 Sugarbush Road, Chesterfield, Michigan 48047 until 10:00 A.M. local time on
March 31st, 2026.
Qualifications received after the specified deadline will not be accepted. Qualifications are considered
received when in the possession of the Township Clerk’s Office.
Submittals must be sealed, typewritten or printed in ink, and legibly prepared. Any erasures or
corrections may be grounds for rejection unless properly initialed by the respondent. Qualifications may
be mailed or hand-delivered. Digital copies (email or thumb drive) may be included as supplemental
information but do not replace the required hard-copy submission.
2. MINIMUM QUALIFICATIONS
Respondents must meet the following minimum qualifications:
1. Demonstrated experience providing residential municipal solid waste and recycling collection
services of comparable size and scope.
2. Possession of all required licenses, registrations, and permits to operate in the State of
Michigan, including compliance with EGLE regulations.
3. Demonstrated operational capacity, including vehicles, equipment, carts/containers, and
staffing, sufficient to serve all Township residential units.
4. Demonstrated financial stability and ability to perform services for the full contract term.
5. Ability to obtain and maintain all required insurance, bonding and liability coverage in amounts
forms acceptable to Chesterfield Township throughout the term of any resulting contract.
3. GENERAL SCOPE OF SERVICES
Services are preferred to include, but are not limited to:
1. Weekly residential solid waste collection utilizing carts sized at approximately ninety-five (95)
gallons, or an alternative cart size proposed by the vendor and approved by the Township.
2. Residential recycling collection under a clearly defined and documented recycling program,
including identification of acceptable materials, processing methods, and end markets.
3. Furnishing, delivering, maintaining, and replacing carts in accordance with Township-approved
service standards for solid waste and recycling.
4. Bulk item collection, with bulk pickup services separately defined from regular trash
5. Yard waste collection, seasonal or year-round, if applicable.
6. Proper disposal, processing, and recycling of collected materials.
7. Customer service support for residents, including missed pickups and container issues.
8. Public education and communication regarding service schedules and acceptable materials.
9. Reporting and performance documentation as requested by the Township.
The Charter Township of Chesterfield shall be the responsible party for billing residents for residential
waste and recycling services. The selected hauler(s) will coordinate as necessary with the Township but
shall not be responsible for direct resident billing unless otherwise directed by the Township.
A detailed scope of services, service standards, and pricing structure will be established through a
subsequent RFP or contract.
4. QUALIFICATIONS SUBMITTAL CONTENT
Interested firms must submit a written Statement of Qualifications that includes the following:
• Company Information: Legal name, address, contact information, ownership structure, and years in
business.
• Qualifications and Experience: Summary of experience providing residential waste and recycling
services, particularly for municipal clients.
• Key Personnel: Identification of key management and operational staff who would be assigned to the
Township.
• Operational Approach: Description of collection methods, fleet, container management, staffing,
safety practices, and service reliability.
• Customer Service Program: Complaint resolution procedures, response times, and resident
communication tools.
• Regulatory Compliance: Licenses, permits, disposal and recycling facilities used, and compliance
history.
• References: At least three (3) municipal references for similar services provided within the past five (5)
years.
5. SELECTION CRITERIA
Qualifications will be evaluated based on the following criteria:
1. Demonstrated experience with municipal residential waste and recycling services.
2. Qualifications and experience of the firm and assigned personnel.
3. Operational capacity and service reliability.
4. Customer service approach and responsiveness.
5. Regulatory compliance and environmental stewardship.
6. References and prior performance.
The Township reserves the right to request interviews with selected firms prior to final selection.
6. ALTERNATE SUBMITTALS
Any alternate submittals, deviations, or exceptions not specifically requested by the Township may be
considered non-responsive and may result in rejection.
7. AWARD
This RFQ does not constitute a contract award. A recommendation may be presented to the Township
Board to approve a shortlist of qualified firms or to proceed with a subsequent RFP or contract
negotiations in the best interest of the Township.
The Township reserves the right to accept or reject any or all qualifications, waive irregularities, and
make selections deemed most advantageous to the Township.
8. WITHDRAWAL OF QUALIFICATIONS
Qualifications may be withdrawn by written request prior to the submission deadline. No qualifications
may be withdrawn for ninety (90) days after the submission deadline.
9. BONDING
Bonding is not required at this stage.
