NOTICE TO BIDDERS
The Board of Directors of Sanitation District No. 1 (SD1) hereby invites the submission of
proposals for Professional Engineering services for the Dry Creek WWTP EQ Tank. Proposals
for these supplies will be accepted electronically on the Quest CDN website from March 24, 2026
until March 31, 2026 at 2:00 PM EASTERN STANDARD TIME.
To view RFP Documents, go to www.sd1.org, hover over “How Do I…”, and then click “Submit a
Form or Application”. Click on “Bids/RFPs/RFQs” and then the link to the Quest CDN Electronic
Bid Online Interface in the dark blue section on the left side of the screen. This solicitation is listed
as Quest eBid Doc # 10095197.
The Proposal Documents may be downloaded by registering with Quest CDN online at
www.questcdn.com or by calling 952-233-1632. After registration is complete, an On-Line Bid ID
code must be created by clicking on “My Account”, then the “User Info” tab. The proposer will
create this code in the designated field, per the requirements noted. To be considered a Plan-
holder, a proposer must complete registration and download the Bid Documents in digital form at
no charge. There will be a charge of $15.00 to submit a bid. Plan-holders will receive addenda
and other proposal document updates via Quest CDN. Prospective proposers must be on the
plan holders list through Quest CDN for proposal to be accepted.
A MANDATORY pre-proposal meeting will be held on Thursday, March 12, 2026 at 10:00 AM
local time at the Dry Creek WWTP located at 2999 Amsterdam Rd, Villa Hills, KY 41017, and
online via Microsoft Teams (link below). A site visit will follow the meeting for those attending in-
person. Proposers are REQUIRED to visit the site before proposals are due. Proposers not
attending the meeting in person, a site visit MUST be scheduled with Devon Robinson at
drobinson@sd1.org.

For this solicitation, proposals will ONLY be received and accepted via the online electronic bid
service through QuestCDN.com. To access the electronic Bid Worksheet, download the proposal
documents and click the online bidding button at the top of the advertisement.
Proposals may not be withdrawn for a period of sixty (60) days after the scheduled submission
deadline. SD1 reserves the right to reject any and all proposals and to waive any informality.
