At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on October 15, 2025 through the City’s website; www.springfield-ma.gov during normal business hours.
The City of Springfield (“City”) is seeking proposals and invites all interested, qualified persons or firms capable of providing Public Works Design or Engineering services, to submit proposals for the project entitled; “Improvements to Jaime Ulloa Park”, a Public Park in the City of Springfield, Massachusetts. The contract between the City and the Designer will include designer services through schematic design, design development, construction documents, bidding, award of constructions contract(s), construction administration, final closeout and warranty period of the potential Project. Total estimated construction cost is $350,000.00, including Design/Engineering fees. This Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City.
There will be a site visit 10/22/25 at 9:00 A.M. at 22 Morgan Street, Springfield, MA 01107. Proposers must submit written questions no later than 10/23/25 at 4:30 P.M. (nwalker@springfieldcityhall.com.). The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts. All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.
