The Town of Needham, MA, acting through the Town of Needham Permanent Public Building Committee, invites sealed bids for improvements at the Center at the Heights, 300 Hillside Ave., Needham, MA 02494, in accordance with Contract Documents prepared by BH+A, 9 Channel Center Street, Suite 300, Boston, MA 02210. The estimated construction cost is $1,580,000. DCAMM Certification is required. Funding is contingent on a vote at Annual Town Meeting in May. Contract award is expected in early June.
Bid Documents will be available starting at 9:00 a.m. on Thursday, March 5, 2026, at

A non-mandatory pre-bid conference will be held on Thursday, March 19, 2026, at 08:00 AM local time at 300 Hillside Ave., Needham, MA. After the meeting, a walk around the premises will occur. All bidders are strongly encouraged to attend.
All General Bid and Filed-Sub-bid proposals shall be accompanied by a bid deposit in an amount not less than five percent (5%) of the value of the bid. Bid deposits, payable to the ”Town of Needham” shall be in the form of either a BID BOND, or a CERTIFIED or TREASURER’S CHECK issued by a responsible bank or trust company. Cash and company checks are not acceptable.

Results shall be distributed to all registered plan holders via Addendum.
Bidding procedures and award of Contract and Subcontracts are subject to the provisions of the General Laws of the Commonwealth of Massachusetts (MGL) Chapter 149, Sections 44A to 44J inclusive; applicable sections of MGL Chapter 30; MGL Chapter 674 of the Acts of 1981, and “Construction Reform” amendments contained in MGL Chapter 193 of the 2004. This Project is subject to the Commonwealth of Massachusetts Supplemental Equal Employment Opportunity, Anti-Discrimination and Affirmative Action Program.
Wages are subject to minimum prevailing wage rates as per M.G.L. Chapter 149, Section 26-27H as amended.
The Town of Needham reserves the right to waive any informalities, to accept or reject, in whole or in part, any or all bids, or take whatever other action may be deemed to be in the best interest of the Town of Needham.
