As requested by the Emergency Medical Services Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Proposals (hereinafter, “RFP”) with the intent of obtaining proposals from interested and qualified Proposers in accordance with the terms, conditions and specifications stated herein, in the Solicitation and/or attachments. The Proposers, at a minimum, must achieve the requirements of the Specifications, Scope of Services, or Scope of Work stated herein. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”
The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners Procurement Ordinance.
Historically, County departments have spent approximately $940,000.00; however, this may not be indicative of future buying patterns.
Collection services are required for a variety of County Divisions where non-payment has occurred, and where County and/or its designated billing consultants have exhausted their collection efforts. Most accounts will typically be assigned to the vendor when determined to be one hundred twenty (120) days past due. However, determination as to which accounts will be assigned to the vendor and when such assignment is to be made rests solely with the County’s Project Manager or designee.
In relation to Collier County's Emergency Medical Services Division, an estimated volume based off FY 2024 of ten thousand five hundred (10,500) uncollectible or non-deliverable accounts totaling approximately 8.8 million dollars ($8,800,000.00). Emergency Medical Services Division will place an average of $550,00.00 -$1,418,000.00 (662-1,582 accounts) each month with the Collection Agency.
