The County desires to engage the services of an experienced engineering firm to provide professional engineering services associated with the continued implementation of the NPDES Phase I storm water permit requirements, assist with TMDL negotiations/recommendations for implementation of said TMDL’s, floodplain analysis and other storm water related services. A detailed Scope of Work is provided in this document. The permit and supporting documentation are voluminous and, therefore, not being included in this Request for Proposals.
Greenville County is in the 4th year of the third cycle of its National Pollution Discharge Elimination (NPDES) Phase I stormwater municipal separate storm sewer system (MS4) permit. The first permit was issued in the year 2000; therefore, this is a mature program with established protocols and practices . The latest permit effective July 1, 2021 added new requirements for TMDL and impaired water bodies with the need for more capital improvement projects. Additionally, the current permit expire on July 6, 2026. The consultant will be expected to assist with permit renewal negotiations.
