Purpose
This is a Sources Sought/Request for Information Notices issued solely for information and planning purposes. The purpose of this notice is to obtain information regarding market capacity and potential set-asides and to receive industry feedback on available processes and market costs. This notice does not constitute a Request for Proposal nor does it serve as a presolicitation notice for a future solicitation. The U.S. Department of Housing and Urban Development is not seeking proposals at this time and will not accept unsolicited proposals related to these services. This notice does not commit the Government to procure any supply or service mentioned herein.
Background
The HUD Office of the Chief Administrative Officer (OCAO) manages the emergency notification system (ENS) for the Department. The ENS is a centralized database for maintaining contact information for all HUD Government employees. The ENS provides comprehensive methods to broadcast information to pre-defined distribution groups. The system supports local (district) groups and system-wide administrator defined groups. The system provides notifications via multiple mechanisms to HUD recipients. In addition, the system provides interactive response capability so notified staff members can respond to various inquiries, for example, health and welfare status.
OCAO is seeking information regarding potential Contractor support services to provide rapid emergency alert notifications to HUD staff via a Federal Risk and Authorization Management Program (FedRAMP) ready comprehensive enterprise-wide Emergency Notification Systems (ENS). Please note that this is an early draft; both format and requirements are subject to change.

Summary
This notice is issued for information purposes only and will not result in a contract award. This is not a Request for Proposal. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. Responding or declining to respond to this notice will not preclude a party from participating in any future Requests for Proposal should the Government decide to issue such a request at a later date. If a Request for Proposal is issued, it will be posted as a separate notice.
