Per the attached SF30 "Amendment 0002 - 128005B25Q0061", Amendment 0002 is hereby issued to:
1) Extend the response due date until January 17, 2025 at 3:00 pm CST, and add an additional Site Visit on January 14, 2025 at 1:00 pm CST.
2) Post amended "12805B25Q0061 - Combined Synopsis Solicitation" document with updated site visit information, question due date, and response due date (highlighted).
3) Post amended "Attachment 1 - Performance Work Statement" to include Section "6.0 Period of Performance" (highlighted).
4) Post amended "Attachment 5 - Questions and Answers" to include questions 11 and 12.

2) Post updated "Attachment 2 - Aerial of Campus with Area to be Maintained Indicated".

This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number is 12805B25Q0061 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-01.
The associated NAICS Code is 561730 and the Small Business Size Standard is $9.5m and is set-aside 100% for small business.
The USDA, Agricultural Research Service (ARS) in Temple TX has a requirement for Grounds Maintenance as the GSWRL facility.
The Government intends to award a firm fixed price purchase order, for a base period of one year, plus four (4) option periods of one year each.
The requirements are further detailed in Attachment 1 - Performance Work Statement.

Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (sam.gov).
The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote meets the lowest price technically acceptable evaluation methodology.

ALL OFFERORS ARE REQUIRED TO ATTEND A SITE VISIT ON JANUARY 6, 2025 AT 10:00 am CST OR JANUARY 14, 2025 AT 1:00 pm CST TO BE ELIGIBLE FOR AWARD. The site visit is at the GSWRL facility in Temple, TX. See Attachment 4. ATTENDANCE OF ONLY ONE SITE VISIT IS REQUIRED. ALL ATTENDES SHALL SIGN-IN TO BE ELIGIBLE FOR AWARD. IF YOU ATTENDED THE FIRST SITE VISIT, YOU DO NO NEED TO ATTEND THE SECOND SITE VISIT, AS LONG AS YOU SIGNED-IN TO VERIFY YOUR ATTENDANCE.

Notice to Offeror(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.
