Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Regional Directorate intends to award a sole source contract extension modification on behalf of the Commander, Navy Installations Command (CNIC). CNIC is responsible for facilitates comprehensive data management of employer-required public safety program records and employer-mandated Federal record keeping compliance requirements for itself and its customers. The agency currently provides a Government Owned/Government Operated (GOGO) web application and production servers to host Commercial-Off-The-Shelf (COTS) products that are Contractor Owned/Contactor Operated (COCO). These COTS products are used to manage public safety program responsibilities for itself and its customers. The Government server is located in Norfolk, Virginia. Navy policy, OPNAV M-5100.23 dated 5 Jun 2020, requires documentation of all safety and health hazards (e.g., Fire, Facilities, Environmental, Industrial Hygiene, Zone Inspections, and reports of unsafe unhealthful conditions), using ESAMS or another CNO N09F approved system until release of the Risk Management Information (RMI) Safety Program Management (SPM) module. Department of Navy adopted the Air Force safety data system (AFSAS) and is developing the SPM module using Agile software for expected release in FY26.
The proposed acquisition is for a sole source action to extend firm fixed price contract N0018922CZ035 for twelve (12) months, if all options are exercised, in order to provide a continuation of Enterprise Safety Application Management System (ESAMS) data management support services. In 2013, the Deputy Assistant Secretary of Navy for Safety and Naval Safety Center commissioned a project, the Navy’s Risk Management Information (RMI) development effort, to consolidate safety data management for the Navy. RMI is currently working towards the development of an all-encompassing data base that will be operational in FY 26. Continuing the use of ESAMS throughout the CNIC Regions and the NAVFAC claimancy is required due to unforeseen delays implementing the RMI development effort, which will integrate ESAMS functionalities required for use by the Navy upon deployment. Once RMI is fully operational CNIC will complete the transition from ESAMS to RMI as the safety Data Base of Record.
The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures – a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). Contract N0018922CZ035 includes a base period of twelve (12) months plus two (2), twelve (12) month option periods. The period of performance for this extension aims to include four (4), three (3)-month option periods for a total extension of twelve (12) months.

The North American Industrial Classification System (NAICS) Code for the proposed acquisition is 541511 (Custom Computer Programming Services), which has a small business size standard of $34M (in millions of dollars). The resultant solicitation will be issued solely to HGW and Associates, LLC.
