Title: West Highway 4 Resurfacing and Roadway Improvements
Addenda: 0
Release Date: 6/15/2026
Due Date: 7/16/2026
This project is to provide roadway resurfacing improvements and safety improvements to existing and new guardrail locations. This project will consist of base repair, milling and installation of 2” FDOT SP 12.5 76-22 overlay. Temporary striping after each day of production and thermoplastic striping 14 days after completion of the paving operation. Right of Way restoration with appropriate fill material, grading to allow water to sheet flow off asphalt, sodding, and all other incidental work associated with roadway resurfacing will be included. There is also a proposed upgrade to current guardrail with additional new installations.
Fifty percent (50%) of milling will be retained by the Escambia County Road Department. This work shall be coordinated by the contractor, and Escambia County Road Department will provide the required trucks to obtain the milling.
W. Hwy 4 (CR 4) is a 13-mile East/West corridor which connects State Hwy 97 with US 29, SR30. The lane width measurements taken in the field were found to be between 9.5 to 10 ft wide. Much of the Hwy 4 corridor was observed to have flat shoulders with some areas that slope sharply away from the road. Portions of the roadway have been widened to include asphalt shoulders. The project is divided into Five (5) bid alternates. There are four bid alternates for resurfacing work and one bid alternate for the proposed guardrail improvements. Escambia County intends to award the entire project but reserves the right to reduce the scope of work for funding limitations.
