Description

The U.S. Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) was established within the Department of Transportation on January 1, 2000, pursuant to the Motor Carrier Safety Improvement Act of 1999. Public Law No. 106-159, 113 Stat. 1748 (December 9, 1999). Formerly a part of the Federal Highway Administration, FMCSA's overarching mission is to prevent commercial motor vehicle-related fatalities and injuries through various programs and techniques. Such programs and techniques focus upon the strong enforcement of safety regulations; the identification of high-risk carriers and commercial motor vehicle drivers; improving safety information systems and commercial motor vehicle technologies; strengthening

commercial motor vehicle equipment and operating standards; and increasing safety awareness. To accomplish these activities, the

Administration works with Federal, State, and local enforcement agencies, the motor carrier industry, labor safety interest groups, and others.





Public Law No. 107-56, 115 Stat. 272 (October 26, 2001) requires federal, State and local inspectors to shift their security planning focus from internally emanating dangers to threats that find their origins in external sources. Similarly, security planning requires on-the-scene decision makers to appreciate potential security threats represented by items otherwise innocuous in a purely safety context. The key to leveraging existing federal, State and local resources to address such security concerns is through the timely provision of useable data.



The National Law Enforcement Telecommunication System (NLETS) is a preexisting, message-switching network that provides consolidated access to a host of security-related data. Among its many capabilities, NLETS provides unique, single-point-of-entry access to international criminal justice resources, and represents a potential, critical support tool in FMCSA's ability to conduct both safety and security enforcement activities at the roadside and in motor carriers' respective places of business. Among its many database records, NLETS would provide FMCSA investigative personnel with real-time access to various driver license, driver history and criminal history information, any one of which could prove vital in distinguishing simple safety violations from potential national security threats.





FMCSA intends to issue a solicitation and award the resultant Sole Source contract to National Law Enforcement Telecommunication System (NLETS), Inc.





The contemplated contract will be firm fixed-price. This award will be made in accordance with FAR 6.302-1. Only one responsible source, NLETS is capable of satisfying agency requirements.



All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested organizations may request a copy of the solicitation or submit their capabilities and qualifications to perform the effort in writing to the identified primary and secondary points of contact.
