City of St. Louis Subrecipient
The City of St. Louis Department of Human Services (DHS) announce this notice seeking
proposals for Renewal and New Projects for the following U. S. Department of Housing and
Urban Development (HUD) competition. Applicants applying for 2026 CoC funds that want to
be a subrecipient of the City must follow separate instructions during this CoC competition,
pursuant to this Request for Proposals. After the City Selection Committee reviews and selects
proposals, the Department of Human Services (DHS) will forward selected applications to the
MO-501 Continuum of Care Collaborative Applicant, Peter & Paul Community Services, for
submission to the selected Review & Rank Committee.
1. What's New in the 2026 CoC Competition
There are VERY SIGNIFICANT changes in the FY2026 Continuum of Care Program Notice of
Funding Opportunity compared to the last competition in 2024, reflecting both federal policy
and priority shifts in HUD.
ALL APPLICANTS SHOULD READ THE NOFO IN ITS ENTIRETY.

THE DEPARTMENT OF HUMAN SERVICES HANDLES ALL eSNAPS REQUIREMENTS FOR CITY
SUBRECIPIENTS. Subrecipients of the City of St. Louis will work with Department of Human
Services in completing applications in eSNAPS.

Important Changes for 2026 Include:
* Peter and Paul Community Services now serves as the City of St. Louis CoC
Collaborative Applicant and will manage the NOFO Process.
* Subrecipients of the City of St. Louis must communicate directly with the City HSD
Division in renewing or creating subrecipient projects with the City and meet all
their application requirements, as listed within this RFP.
* Estimate ARD is $15,973,367.001. Tier 1 of the ranking process priority list is only
60% of the community's Annual Renewal Demand - Estimate $9,584,020- this is a
significant decrease from 2024 (90% of ARD), which means that the amount of
funding in Tier 2 has increased to Estimate of $6,389,347. Tier 2 funding is at higher
risk of not being funded in the overall national competition.
* HUD is accepting new Transitional Housing (24 CFR 578.37(a)(2). In a transition
project, the first year of operation of the transition project begins one day after the
expiration of the original grant and that the first year is used to fully transition to the
new component type.
* HUD is accepting new Supportive Services Only (Street Outreach and Stand Alone)
project applications. A Stand Alone project provides direct supportive services to
households experiencing homelessness (Category 1, 2 and 4) with services not
attached to housing unit. These projects can include outreach, case management,
supportive services (and referrals, and can be operated at a central site, multiple
scattered sites, or even in a mobile "street outreach" model. (24 CFR 578.53).
* HUD is NOT accepting new Joint TH/RRH projects with CoC reallocation or CoC
Bonus Funds. Only DV Bonus funds may be used for this component type.
* There is a DV Bonus this year of an estimated $2,693,656 (20% of PPRN). DV Bonus
and DV Reallocation may be used to create new Rapid Re-housing (PH-RRH) or new
Transitional Housing (TH) projects.
* There is a CoC Bonus again this year of an estimated $2,396,005 (15% of FPRN). CoC
Bonus funds may only be used to create new Supportive Services Only projects (SSO-
street outreach, SSO-Stand-alone); Transitional Housing, Permanent Supportive Housing
and Rapid Rehousing.
* HUD Project Threshold Reviews - The NOFO includes specific project level threshold
review criteria, merit review, and risk review with points to establish threshold

expectations for all project types. HUD has always applied project level reviews but has
included specific criteria and points. Note that if awarded, projects will be expected to
meet ALL project criteria detailed in the NOFO.
2. Eligible Applicants
The City of St. Louis Continuum of Care MO-501 invites applications from all organizations
eligible to apply for HUD Continuum of Care Program funds under the FY2026 NOFO and the
CoC Program Interim Rule at 24 CFR Part 578. Applicants are strongly encouraged to review
Section II of the HUD FY2026 CoC NOFO in its entirety to confirm eligibility prior to preparing
an application.
Eligible Organization Types
Per 24 CFR 578.15, eligible applicants include nonprofit organizations with 501(c)(3) IRS status,
states, local governments and instrumentalities of local government, and public housing
authorities. For-profit organizations are not eligible as direct recipients or subrecipients of
CoC Program funds. All applicants must maintain an active registration in the System for
Award Management (SAM.gov) with a current Unique Entity Identifier (UEI) prior to
submission and through grant execution.
Faith-Based Organizations
Faith-based and religious organizations are eligible to apply on the same basis as any other
nonprofit organization, consistent with 24 CFR 578.15 and federal equal treatment provisions.
Faith-based applicants are neither advantaged nor disadvantaged in the local review, scoring,
and ranking process based on religious character, affiliation, or mission.
Faith-based organizations receiving CoC funds must comply with all applicable federal
requirements: CoC-funded programs must be open to all eligible participants regardless of
religion or willingness to participate in religious activities; participation in religious activities
may not be required as a condition of receiving housing or services; and CoC-funded activities
must be explicitly separated in time or location from inherently religious activities such as
worship or proselytization.
Faith-based applicants with questions about program design eligibility that are also interested
in being a City Subrecipient, are encouraged to contact Amy Bickford at hsd-proposals@stlouis-
mo.gov prior to the application deadline.
New Applicants
Organizations that have never received a CoC Program grant are encouraged to apply. The local
competition evaluates new applicants on organizational capacity and the quality of their

proposed project plan. The FY2026 NOFO also provides national competition incentives for new
applicants, including preference points for new applicant projects placed in Tier 2.
New applicants that are also first-time federal grant recipients are encouraged to contact the
Collaborative Applicant early to discuss organizational readiness, HMIS requirements, SAM.gov
registration, and match documentation.
Subrecipient Eligibility
All subrecipients must independently meet the same eligibility requirements as direct
recipients. The direct recipient is responsible for verifying subrecipient eligibility prior to
submission. A subrecipient that does not meet eligibility requirements may result in rejection of
the entire project application. Subrecipients of the City of St. Louis applying through the City as
direct recipient must also meet any additional requirements established by the City of St. Louis
Homeless Services Division.
Eligibility Documentation - New Project Applicants
New applicants must submit with their application: IRS 501(c)(3) determination letter or unit of
local government documentation; current SAM.gov registration report; most recent IRS Form
990; and most recent A-133 Single Audit or organizational audit if applicable. See the New
Project Submission Checklist in Section 16.
3. Types of Project Applications
* Renewal Projects - Existing projects with an expiration date in calendar year 2027
may submit renewals. HUD does allow for minor changes in the project not to
exceed 10% funding level changes between budget line items. Though a renewal can
request this change, it will ultimately need to be approved by HUD during the
renewal grant agreement process.
* Transition Grants Projects (Renewal) - Allows an existing renewal CoC grant with an
expiration date in calendar year 2027 to change component types (e.g., shift from
RRH to TH) during the next program year. Transition grants may be created by
combining one or multiple grants held by the same recipient into one project with
the same recipient/subrecipient and the same total budget. The amount of the new
transition grant must be the same as or less than the total of the projects being
transitioned. Transition grants will be evaluated BOTH on the performance of the
original renewing grant AND on the project threshold requirements of the new
component type project.

If awarded, the Transition Grant begins one day after the expiration of the original
renewal grant, providing continuity of funding. The recipient is required to use the
first year of the transition grant to fully transition operations to the new component
type. Consistent with HUD transition grant operational guidance, no more than 50%
of the transition grant funds may be expended on the former component type's
program activities during the first year of the grant. By the end of the first program
year, the project must be fully operating under the new component type. Applicants
should plan accordingly - a transition grant is a commitment to change, not an
option to delay it.

* Expansion Projects (New) - new project applications that add to existing CoC projects
by serving more people, providing new or additional supportive services or both. The
recipient/subrecipient, component type and eligible budget line items must be the
same in the new expansion grant.
* Consolidation Grant Projects (Renewal) - One or more grants can be consolidated into
one project to streamline grant administration. The recipient/subrecipient and
component type, and budget line-item categories must be the same or eligible (e.g. may
not have both operating expenses and rental assistance) in the new consolidation grant.
* New Project (New) - New project applications for new Supportive Services Only -
Street Outreach or Stand Alone (services not attached to a housing resource),
Transitional Housing, Permanent Supportive Housing and Rapid Rehousing.
These may be funded through reallocation and/or CoC Bonus.
* DV Bonus (New) - Applications for Transitional Housing or Rapid Rehousing. Note any
reallocated projects originally created from a DV Bonus can only be allocated to a new
DV project.
City of St. Louis Subrecipient Renewal Applicants wishing to apply as a Transition, Expansion
or Consolidation grant must consult directly with the City of St. Louis Homeless Services
Division hsd-proposals@stlouis-mo.gov to facilitate those application actions. These decisions
are to be made directly with the City of St. Louis as the direct recipient grant holder.

4. Funds Available
The following competitive funds are estimated for availability. NOTE: These amounts will be
finalized when HUD releases the Grant Inventory Worksheet (GIW), The Annual Renewal
Demand (ARD), the Final Pro Rata Need (FPRN) and Preliminary Pro Rata Need (PPRN) in which
the actual funds available are calculated.
* Estimate Renewal Funds Available for Renewal or Reallocation (ARD): $15,973,367
* Estimate CoC Bonus Funds (15% of FPRN): $2,396,005
CoC Bonus Funds can be used for new projects only. New projects may be created through a
combination of CoC Bonus Funds and Reallocated Funds from an existing renewal project.
Eligible Projects Include SSO - Street Outreach, SSO - Stand-Alone and SSO - Coordinated
Entry, Transitional Housing, Permanent Supportive Housing and Rapid Rehousing.
Note: Though eligible, the City of St. Louis CoC Board of Directors, the Coordinated Entry
Governance Committee and the HMIS Governance Committee have not identified a priority
need for expanded SSO-Coordinated Entry or HMIS projects.
* Estimate DV Bonus Funds (20% of PPRN): $ 2,693,656
DV Bonus Projects must be dedicated to individuals and families of persons experiencing
trauma or a lack of safety related to fleeing or attempting to flee domestic violence, dating
violence, sexual assault, or stalking who qualify under paragraphs (1) or (4) of the definition
of homeless at 24 CFR 578.3 or section 103(b) of the McKinney-Vento Homeless Assistance
Act. Eligible projects may only be used to create new SSO-Coordinated Entry, Rapid Re-
housing (PH-RRH), and Transitional Housing (TH) projects.
Note that the City of St. Louis CoC Board of Directors and the Coordinated Entry Governance
Committee have not identified a priority need for a Supportive Services Only - DV
Coordinated Entry Project.
5. Local CoC Competition Policies and Procedures
The City of St. Louis Continuum of Care Board of Directors approved the FY2026 CoC Review,
Scoring, and Ranking Policies and Procedures on June 12, 2026. These policies and procedures
reflect HUD NOFO guidelines and expectations as well as the local CoC priorities. They guide
the work of the appointed Review and Rank Committee that make the ranking and funding
recommendations to be approved by the CoC Board based on performance, objective and
subjective criteria. A copy of these procedures can be found on the CoC website at

6. Competition Background and Applicant Resources
This RFP Notice only reflects highlights of the HUD NOFO details. All interested applicants
should review the HUD Continuum of Care Program materials including the NOFO, CoC Interim
Rule, New Project Applications Detailed Instructions and eSNAPS instructional guides.

project applicants on eligible projects, program design, funding and HUD expectations and
evaluation criteria are the:

The City of St. Louis Continuum of Care Board of Directors, Program Performance Committee
and the Review and Rank Committee have developed application processes and scoring tools to
conform to HUD NOFO requirements and to optimize the community's overall HUD
Collaborative Application to be competitive nationally against other CoC's applications. The
scoring tools can be found on the City of St. Louis CoC website and are included in the Appendix
of this RFP.
7. Applicant Types - Subrecipient and Direct Recipient
All renewal applicants, including transition projects, must reapply with the same recipient as
the original grant awarded in FY2025. Any modifications to HUD contracts, recipient or
subrecipients are to be handled through the recipient and HUD. The purpose of providing this
option is to allow new project applicants the opportunity to consider their preferred
contractual role should their project be selected, ranked by the CoC, submitted as part of the
Collaborative Application, and funded by HUD. There are no preferences given to either
applicant type in the project selection or ranking process locally or federally.
