REQUEST FOR PROPOSALS (RFP) TO AWARD A SINGLE FIRM FIXED-PRICE CONTRACT FOR SERVICES, NON-PERSONAL, TO PROVIDE ALL PLANT, LABOR, TRANSPORTATION, MATERIALS, TOOLS, EQUIPMENT, APPLIANCES AND SUPERVISION NECESSARY FOR THE CONSTRUCTION OF CONSTRUCT A F-16 MTC FACILITY AT THE 177TH FIGHTER WING IN EGG HARBOR TOWNSHIP, NJ. THIS PROJECT IS SET ASIDE 100% FOR SMALL BUSINESSES. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220, WITH A SMALL BUSINESS SIZE STANDARD OF $45,000,000. THE MAGNITUDE OF CONSTRUCTION OVER $10,000,000.

24 June 2026 update: This update is to include the latest RFI Log for questions answered to date.

26 June 2026: The solicitation has been amended to extend the due date to 17 July 2026 at 1pm local time. Contractors shall submit a signed copy of the SF30 Amendment document with the proposals.

10 July 2026: This update is to issue amendment #2 which incorporates the following into the Solicitation.

1) Addendum #5 (attached) to the Architect & Engineer (AE) Specifications and Drawings.

2) Final Answers (attached) to all Request for Information (RFI)s received. No other RFIs will be considered.

3) Item 13d of SF1442 is changed to 120 calendar days for Government acceptance.

4) Fee schedule (attached) for the Project Management Software.
