DOCUMENT 001113 – ADVERTISEMENT FOR BIDS
Sealed bids will be received for the following project: 104 E. Main Street Historical Façade
Improvements in the office of the Norristown Department of Planning & Municipal Development, 235
East Airy Street, Floor 2, Norristown, PA 19401, on or before Thursday, May 21, 2026 @ 4:00 pm
prevailing time. Bid Proposals received after the time and date specified WILL NOT be considered.
Bids will be publicly opened promptly at the same location.
Bids must be submitted on the forms furnished herein and shall be enclosed in a sealed envelope, bearing
the name and address of the bidder on the outside, addressed to the Municipality of Norristown, and
plainly marked “104 E. Main Street Historical Façade Improvements, ATTN: Jayne Musonye”.
A mandatory Pre-Bid Conference will be held at the project site on Thursday, May 7, 2026 at 2:30 pm;
project site address is: 104 E. Main Street, Norristown, PA 19401.
Work includes but is not limited to:
-Repairing wood elements, replacing exterior light fixtures and storefront glazing, and repairing cracked
tile.
Bidders must be properly licensed under the laws governing their respective trades and be able to obtain
insurance required for the Work. Insurance in a form acceptable to Owner will be required of the successful
Bidder.
The Contractor shall comply with all Federal, State, County, and Municipal requirements specified in the
Bid Package.
All documents and solicitation details are available at any time at the Municipality of Norristown’s
website: (Norristown.org/bids.aspx) Project drawings and documents are available for inspection at the
offices of the Norristown Department of Planning & Municipal Development. Copies of the Contract
Documents may be obtained from the Norristown Department of Planning & Municipal Development for
a NON-REFUNDABLE charge of ten dollars ($10.00) per set. (Contract Documents will be e-mailed
for no charge). Contract documents may not be reproduced or transferred without the written permission
of the Norristown Department of Planning & Municipal Development.
The project Architect is Landmarks LGA, (LM). All questions must be submitted via email to Amy
Baade at abaade@lga-partners.com with “104 E Main Street” clearly indicated in the subject line. No
questions will be received or responded to by phone. All questions must be submitted prior to
Thursday, May 14, 2026 at 5:00pm ET. No questions will be addressed after that date and time.
Consideration will be given to bids received from qualified bidders that perform quality work for the
lowest responsible price. The Owner is not obligated to accept the lowest bidder. The Owner reserves the
right to accept or reject any or all Bids, or any part of a Bid, and to waive informalities, and to award the
Bid in the best interest of the Owner.
Bids must be submitted unconditionally. No Bid may be withdrawn for sixty (60) days following the
scheduled closing time for the receipt of Bids.

DOCUMENT 002113 - INSTRUCTIONS TO BIDDERS
PART 1 - GENERAL
1.1 GENERAL REQUIREMENTS
A. The following information and instructions relate to the proper form and method for the
submitting of bids, the accompanying surety, provisions for the letting of Contracts, and other
related matters prior to execution of the Contract Documents.
1.2 DEFINITIONS
A. Bidding Documents include the Bidding Requirements and the proposed Contract Documents.
The Bidding Requirements consist of the Advertisement to Bid, Instructions to Bidders, the bid
form, and other sample bidding and contract forms.
B. The proposed Contract Documents consist of the form of Agreement between the Owner and
Contractor, Conditions of the Contract, Drawings, Specifications, and all Addenda issued prior
to the execution of the Contract.
1.3 GOVERNING LAWS AND REGULATIONS
A. The successful Bidder on this Contract will be required to comply with all applicable local,
State, and Federal laws, including those relating to safety, wage rates, employment,
environmental protection and restoration of disturbed areas.
B. If, during the interval between advertisement and the submission of bids, a prospective Bidder
shall find any provision which is in conflict with a Federal or State law or regulation or with a
law or ordinance of the municipality or other local authority, he shall at once notify the Owner.
If the Contract Documents are in error or require clarification, correction or clarification will be
made by Addendum to the Contract Documents.
C. Equal Employment: Bidders are advised of the requirement for ensuring the employees and
applications for employment are not discriminated against because of their race, creed, color, or
national origin.
D. OSHA: Bidders are advised of the requirement to comply with the Federal Occupational Safety
and Health Act of 1970.
1.4 BIDDING DOCUMENTS
A. Distribution
1. Complete sets of the Bidding Documents may be obtained from the source identified in
the Advertisement for Bids. No partial sets will be issued. Bidding Documents issued to a

planholder are not transferrable to another bidder or company without the consent of the
Owner. Complete sets of Bidding Documents must be used in preparing bids; neither the
Owner nor the Architect assumes any responsibility for errors or misinterpretations
resulting from the use of incomplete sets of Bidding Documents.
B. Examination of Contract Documents and Visit to the Site
1. Before submitting a bid, Bidders shall carefully examine the Contract Documents,
including the Plans and Specifications, shall visit the site of the work, and shall fully
inform themselves as to all existing conditions and limitations and shall include in their
bid a sum sufficient to cover the cost of all items required by the Contract Documents or
which can be determined by a visit to the site.
2. The Bidder must consider federal, state, and local laws and regulations which may affect
the cost, progress, performance, and time required to properly complete the work. It is the
Bidder’s responsibility to promptly notify the Owner or Architect of all conflicts, errors,
ambiguities, or discrepancies which the Bidder has discovered in or between the Contract
Documents and such other related documents.
3. Submission of a bid will constitute an incontrovertible representation by the Bidder that
the Bidder has complied with every requirement of this Paragraph, that without exception
the Bid is premised upon performing the work required by the Contract Documents and
applying the specific means, methods, techniques, sequences, or procedures of
construction that may be shown on indicated or expressly required by the Contract
Documents, that Bidder has given the Architect written notice of all conflicts, errors,
ambiguities, and discrepancies that Bidder has discovered in the Contract Documents and
the written resolutions thereof by the Architect is acceptable to the Bidder, and that the
Contract Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for performing the work.
C. Modification or Interpretation of Bidding Documents
1. If any person contemplating submitting a Bid is in doubt as to the true meaning of any
part of the Drawings, Specifications, or other Contract Documents, or finds discrepancies
in or omissions from the Drawings or Specifications, they may submit to the Owner a
written request for an interpretation or correction thereof. The person submitting the
request will be responsible for its prompt delivery. Any interpretation or correction of the
documents will be made only by Addendum duly issues and a copy of the Addendum
will be delivered to each person receiving a set of the Contract Documents. The Owner
will not be responsible for any other explanations or interpretations, including oral
interpretations, of the Contract Documents.
2. All requests for interpretation must be received by the Architect on the date outlined in
the Advertisement for Bid.
D. Substitutions
1. Bidders shall base their bids only on the use of materials and products which are
specified in either the Drawings, Specifications, or in any Addenda issued prior to the bid
date.
