This Purchase Description defines the requirements for a Towable Expeditionary Shelter System – Small (TESS-S). The system shall be a self-contained, rapid-deployment, hard-sided mobile workstation designed for command and control (C2) and administrative operations in austere and expeditionary environments. The system is intended to provide a climate-controlled, insulated, and mobile workspace that can be quickly emplaced and displaced to support agile and distributed military operations.
1.0 Salient Characteristics
The TESS-S shall meet the following minimum essential requirements. The contractor may offer a system with characteristics that meet or exceed these specifications.
1.1 System Configuration and Mobility:
• The system shall be fully integrated onto a standard military High Mobility Multipurpose Wheeled Vehicle (HMMWV) towable trailer chassis.
• The design shall be containerized to protect internal components during transport.
• The system must be transportable via road, rail, sea, and air, to include compatibility with a 463L pallet and helicopter sling-load operations.
• The entire system must be engineered for high mobility and capable of traversing challenging, off-road terrain.
1.2 Deployment and Workspace:
• The system shall be deployable and mission-ready in under six (6) minutes by a maximum of two (2) trained personnel without the need for special tools or material handling equipment.
• When deployed, the expandable shelter shall provide a minimum of 86 square feet of usable, climate-controlled, and insulated interior workspace.
• The shelter shall feature a hard-sided, expandable container design. The deployed structure may utilize a hybrid of hard-sided and soft-sided (textile) materials.
• The shelter must be equipped with integrated, multi-layer fabric covers that are fully insulated and provide a complete blackout capability for light discipline.
1.3 Integrated Support Systems:
• Power: The system shall include an integrated power generation system (e.g., multi-fuel generator) and power distribution network to support all onboard equipment and user-provided devices. It must provide both AC and 24VDC power options.
• Environmental Control Unit (ECU): The system must include an integrated HVAC (heating, ventilation, and air conditioning) system capable of maintaining a climate-controlled environment suitable for personnel and electronic equipment in a wide range of global climates.
• Lighting: The shelter shall be equipped with integrated internal LED lighting, featuring both standard white light and tactical green light modes.
1.4 Construction and Durability:
•The system must be constructed of durable, lightweight materials, such as aluminum andcomposites, suitable for sustained operations in austere environments.
•The system must be designed and tested to meet or exceed the environmental andmechanical specifications of MIL-STD-810G/H.
•All exterior waterproof fabric components must be Berry Compliant and meet theperformance specifications of MIL-PRF-44103D.

•Shipping: Delivery shall be FOB Destination. The contractor is responsible for all shipping and handling costs to the final destination. Partial shipments may be authorized upon coordination with the contracting officer.
4.0 Inspection and Acceptance
•Inspection and acceptance of the TESS-S units will be conducted at the delivery locationby authorized government personnel.
•Acceptance will be contingent upon successful verification that the delivered systemsconform to all salient characteristics and requirements outlined in this PurchaseDescription. The government reserves the right to conduct functional tests to ensuresystems are fully operational upon delivery.
5.0 Other Requirements
•The contractor shall provide all necessary technical manuals for the operation and field-level maintenance of the complete system.
