Sealed bids will be received until 2:00 p.m. EDT on Tuesday July 28, 2026 at the Purchasing Office, City
Hall, 135 E. Maumee Street, Adrian, Michigan 49221, for the Lake Adrian Dam Concrete repairs at the Water
Treatment Plant.
Scope of work

If the successful bidder, we will complete work within _______calendar days after official opening of bids.
All proposals must contain the name of the person interested therein and shall be accompanied
by either a bid bond in the amount of 5% of bid or by a certified or cashier’s check as a guarantee to the
City that if the bid is accepted, contract will be entered into and the performance properly secured.
A performance bond, maintenance guarantee bond, and labor/materials bond for 100% of the
amount of the Contract will be required.
The City of Adrian reserves the right to reject any or all bids and to waive technical defects and
informalities as the interest of the City may require.
The City of Adrian reserves the right to perform all, none, or any combination of the proposed
work.
All bids must be F.O.B. Adrian, Michigan.
All bids must be form for not less than 45 days after official opening of bids.
The City of Adrian reserves the right to accept or reject any or all bids and to waive any

The City of Adrian has a local preference policy.
No contract shall be made with any person, firm or corporation in default of the city.

The undersigned, having full knowledge of the site, proposal, plans and specifications
for the “WTP Dam Repair Project” in the City of Adrian, Lenawee County, Michigan
including the conditions of these Contract Documents, hereby agrees to furnish all
services, labor, material, tools, equipment, transportation and incidentals necessary to
perform the entire Work; to complete the contract by the date specified in the
Instructions to Bidders and General Provisions, according to the Proposal, Plans and
Specifications, and to accept in full, compensation for all work necessary to complete
the project at the unit prices named below:

1. Applicability: This contract includes all improvements shown on the drawings by means
of repair at the Adrian Water Treatment Plan (WTP) within the City of Adrian. All
provisions contained within these supplemental specifications shall apply to all work
unless specifically noted otherwise. Contractors should prepare for coordination with
city representatives throughout the construction process.
2. Adrian WTP Improvements (Pay Item No. 1): The intent of this item is to provide the
Contractor with a lump sum pay item that is all inclusive of repairing, replacing, and
otherwise improving the existing concrete work as shown on the plans for the Adrian
WTP. The scope of work includes all items shown in the plans and specifications, and
includes all appurtenances necessary to deliver, erect, construct, sound, sounding of
additional areas not shown on plans, restore, and finish all work shown on the plans.
Any areas identified for additional removal and repair shall be paid for separately as
described herein.
3. Additional Concrete Repair Areas, Removal (Pay Item No. 2): The intent of this item is to
provide the city with a cost for additional concrete removals should sounding identify
additional areas outside of those shown on the plans. The Contractor shall include all
costs necessary for the city to replace concrete per MDOT and city standards. All labor,
materials, equipment, and any appurtenances necessary to perform the work shall be
included in the unit price. The quantity included for this pay item is intended to be used
on an as needed basis and is not a guaranteed quantity. The Contractor shall be paid
for the actual quantity of concrete removed.
4. Additional Concrete Repair Areas, Concrete (Pay Item No. 3): The intent of this item is to
provide the city with a cost for additional concrete repair or replacement should sounding
identify additional areas outside of those shown on the plans. The Contractor shall
include all costs necessary for the city to replace concrete per MDOT and city standards.
All labor, materials, equipment, and any appurtenances to perform the necessary work
including patch forming, patching concrete, and epoxy-coated rebar shall be included in
the unit price. The quantity included for this pay item is intended to be used on an as
needed basis and is not a guaranteed quantity. The Contractor shall be paid for the
actual quantity of concrete repaired.
5. Additional Conditions Applicable to All Scope of Work Items:
CONCEALED AND DIFFERING STRUCTURAL CONDITIONS
The existing concrete dam, retaining walls, spillway, and related structures are existing
facilities of unknown age and construction. Information shown on the plans is based
upon available records, field observations, and limited investigation. The completeness
or accuracy of existing reinforcing steel, concrete thicknesses, embedded items, voids,
deterioration, or other concealed conditions is not guaranteed.
The Contractor shall include in the Base Bid all costs associated with investigating the
work required by the Contract Documents, including sounding, removal of unsound

concrete within the repair limits shown on the plans, and all incidental work necessary to
complete the specified repairs.
If concealed structural conditions are encountered that differ materially from those
reasonably anticipated by the Contract Documents, including but not limited to:
a. previously unknown voids or cavities;
b. undocumented reinforcing steel or embedded items;
c. deterioration extending substantially beyond the limits indicated on the plans;
d. unstable or structurally deficient concrete requiring additional stabilization or
reconstruction; or
e. other concealed conditions that materially change the character or quantity of the
work,
the Contractor shall immediately stop work in the affected area and notify the Engineer.
No additional work associated with the concealed condition shall proceed until the
Engineer has inspected the condition and the Owner has authorized the work.
Additional repair work determined by the Engineer and authorized by the Owner that is
outside the repair limits shown on the Contract Documents shall be compensated under
the applicable unit price bid items or by approved Change Order if no applicable pay
item exists.
The Contractor shall remain solely responsible for means and methods of construction,
temporary support, worker safety, dewatering, and protection of the existing structure
during performance of the work. Nothing herein shall relieve the Contractor of its
obligation to examine the site, verify existing conditions to the extent reasonably possible
prior to bidding, or perform the work in accordance with the Contract Documents.
