Project Description: The City of Chester invites qualified firms, agencies, organizations to submit sealed electronic proposals via PennBid for litter, random recyclables, and overall random trash clean-up services, 25 hours per month, from 8 specific neighborhood areas. This is a two-year contract term opportunity with the possibility to extend for additional one-year terms.
More specifically, the City is looking for a firm, agency, or organization to provide the manpower, equipment, and supplies to "monthly" COLLECT and MOVE litter, random recyclables, and random trash FROM eight key areas TO City-provided dumpsters/bins/facilities for the City to discard. In other words, the City is essentially looking for an organization, firm, or company to collect and move items, on a monthly basis (25 hours total per month), from Point A (eight key areas) to Point B (City-provided dumpsters/containers for the City to discard). Additionally, the firm, agency, organization to provide the City with (high-level) management data/reporting on a monthly basis to assist the City in articulating the success of this initiative (volume/weight collected/issues) and enable the City to crack down on repeat offender areas. OUT-OF-SCOPE: This City is NOT looking to replace, at this time, its current Waste Management Services contract for residents/businesses with this initiative. This Chester Cleanways initiative is, however, intended to fill the gap between what the current Waste Management company does not do and what the City cannot do at this time (i.e. walk the designated areas to collect and move rubbish/recyclables to designated City-provided dumpsters, etc.)
