1.0 INTRODUCTION
The City of Stockton (City) is requesting proposals from qualified firms to provide five-years
of locally funded professional service to support the City's D4 traffic signal controller software. City
Project Number WT15022.
2.0 BACKGROUND
The City operates more than 300 traffic signals and HAWK beacons, all of which run on controllers with
the D4 operating system. D4 is licensed by the City from Advanced Traffic Solutions, LLC, and
installed on Siemens/Yunex M60 and McCain EX2 controllers. The controllers are maintained by City
electricians and operated by the Traffic Engineering department. The controllers are managed by a
KITS Central Traffic Management system. Any new traffic signal controllers the City receives comes
with D4 software installed. Because all of the signals in the City depend on D4 for operation, it is
necessary that the software run reliably, that its usability is satisfactory, and that any issues with it
that may arise are resolved quickly. Therefore, a support contract is needed to maintain the D4
Traffic Signal Controllers.
3.0 PROJECT DESCRIPTION
The objective of this project is to support the City in using and updating D4, which is already in
operation throughout the City's Traffic Signal Network. The selected firm will carry out the tasks
needed to ensure reliability and effective use of D4, including but not limited to training, technical
support, and software updates.
The selected firm shall be familiar with D4, signal operation and timing, NEMA traffic signal cabinets,
and a variety of signal controller hardware, including but not limited to McCain EX2 and Siemens/
Yunex M60 controllers. Knowledge of the KITS central system is desirable.
The proposal shall be structured to accomplish the objectives of the project.
4.0 SCOPE OF WORK
The selected firm would provide management, coordination, service, and preparation of all required
work, which will include but is not limited to the following tasks and deliverables:
4.1 D4 maintenance and updates. Updates must be available to be flashed to the controllers via
USB or from a computer via an ethernet connection. If features of D4 that the City considers
important are removed from a new version of D4, the selected firm shall provide for the City
continued access to the previous version. Deliverables to include manuals and related
technical documents to the City.
4.2 Access to D4 Utilities software, including timely over-the-air updates for D4 Utilities as they are
released.
4.3 On-call user support. The firm shall provide the contact information of key support personnel
to the City. If issues arise, the support personnel shall attempt to provide guidance on their
resolution, but if the attempt fails the firm shall provide tools, a software patch/update, or send
a representative (the same support personnel or otherwise) to resolve the issue at the earliest
practical time. Phone support services shall be available from 8 AM to 4 PM PST, Monday

through Friday. Email support should be available 24 hours a day. Costs of user support,
including phone payments, time investment, travel, and equipment shall be considered as
included in the contract cost and no additional compensation shall be allowed therefor.
4.4 Biennial in-person D4 training. Deliverables will include all training materials provided to the
City.
4.5 Annual remote training on newly released or modified D4 features.
4.6 Communication of the City's interests for future development of D4. The selected firm shall
provide for the City a reliable channel of communication-direct or indirect-to Advanced
Traffic Solutions, LLC, or whichever entity at the time exercises authority over the
development of D4 to ensure that new features or fixes of software issues can be requested
by the City to be included in the next released version of the D4. In the event that the City's
interests cannot be served by existing or future D4 features, the selected firm shall advise the
City of possible workarounds, technologies, or alternative software that would meet the City's
needs.
