Description

This is a combined synopsis/solicitation forcommerical products and commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. . The solicitation number is: HFP-2025-128492 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05.



Offerors shall refer to the attached Statement of Work for a complete description of services, performance expectations, and deliverables



.Description of requirement



The Food and Drug Administration (FDA) requires a contractor to provide all labor, materials, equipment, supervision, and project management necessary to disconnect, remove, and fully replace the existing central laboratory vacuum system at the Harvey W. Wiley Federal Building in College Park, MD. The new skid-mounted, tri-plex (three-pump), dry (oil-less) system shall include a manually switchable redundant control system integrated into the cabinet, be compatible with existing infrastructure, and meet stringent performance specifications. Work includes site survey, required submittals, delivery, installation, connection to existing utilities, testing, commissioning, and warranty service..

  1. Acceptance shall be performed at the delivery locations.

  2. The FOB point is DESTINATION.

  3. Required delivery date or period of performance: September 29, 2025 to September 28, 2026

  4. Place of performance: 5001 Campus Drive, College Park, MD 2074



The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Addenda to the provision is provided.



Addendum to FAR 52.212-1:



The quote validity period is to be 90 calendar days from date of quotation deadline.



Question Deadline: The deadline for receipt of questions is Monday, September 8, 2025 at 12:00PM ET (Eastern Time).



Quotation Deadline: The deadline for receipt of quotations is Wednesday, September 17, 2025 at 12:00 PM ET. Quotation submissions shall be submitted electronically to the primary and secondary POCs identified.



Quotation Submission Instructions:





  • Submit quotes to Primary and Secondary point of contact in notice via email that includes a detailed explanation of how the the specific tasks in the Statement of Work will be addressed as well the central vacum system that is being proposed. Pleae include pictures, diagrams, literature, technical and performance requirements of the central vacuum system being proposed.




  • Use Attachment C - Pricing template to submit all Pricing.




  • Reflect all discounts net in unit/extended prices (no separate lines)




  • Include UEI, CAGE, Active SAM, and a POC in the Quote




  • Offerors shall provide at least three (3) contract references completed within the past five (5) years that involved replacement of central laboratory vacuum systems or comparable mechanical utility projects in occupied facilities. Each reference shall include the client name, point of contact, contract or order number, scope, period of performance, and results achieved.
