Grant Delivery Services- HOME & Access to HOME

The City of Hudson seeks proposals from qualified individuals or organizations to provide program delivery services for New York State Office Homes of Community and Renewal for two different housing rehab grants: Access to Home , and HOME . The City of Hudson was awarded a $120,000 Access to Home grant and a $520,000 HOME grant for housing rehabilitation projects and desires consultant services to provide grant program delivery services.

Below is a list of the scope of services we are seeking a consultant to perform. In your proposal, please clearly identify if your firm is interested in providing all of these services or only a selection of services. Your proposal should explain how you would provide these services and describe personnel qualifications and previous experience providing similar services. The project scopes include:

Activity 1: Project Delivery for Access to Home

Residential Housing Rehab: housing rehab work that makes accessibility modifications for homeowners or tenants with disabilities.

General Program Delivery services to be provided include, but are not limited to, the following:

• Development of construction specifications bid preparation and contracting
• Compiling cost data on individual housing units receiving HOME assistance
• Construction monitoring and on-site monitoring
• Engineering and/or architectural fees monitoring
• Client/contractor trouble shooting.
• Any other professional services required to deliver the program

Please note- The City of Hudson is collaborating with a local non-profit to screen clients for eligibility, including disability status. Clients selected for the program will have a doctor’s note describing what modification is needed in their home. However, it will be the job of this Program Delivery provider to determine what equipment and construction specifications will accomplish the modification the doctor prescribes.

Activity 2: Applicant In-Take for HOME

Residential Housing Rehab: housing rehab work that focuses on improving the overall health and the immediate safety of residents and addressing NYS and local code violations.

• Services verifying client eligibility, applicant in-take and processing

The City of Hudson is currently marketing the program and pre-screening applicants based on general eligibility (for example, City of Hudson residence). The Program Delivery consultant would assist pre-screened applicants in completing their applications and verifying for eligibility.

Activity 3: Project Delivery for HOME

Residential Housing Rehab: housing rehab work that focuses on improving the overall health and the immediate safety of residents and addressing NYS and local code violations.

General Program Delivery services to be provided include, but are not limited to, the following:

• Development of construction specifications bid preparation and contracting
