Synopsis Notice of Intent to Sole-Source Solicitation:

The U.S. Department of Energy, National Nuclear Security Administration (NNSA),

Headquarters Services Acquisition Branch (NA-PAS-314) intends to award a sole source

contract under the authority of FAR 6.302-1 and 41 U.S.C. 3304(a)(1) to DIGON

Systems, LLC. (DIGON) for BUILDER Infrastructure Management – Technical Support

for the Office of Infrastructure (NA-90). The applicable NAICS is 541512 with a size

standard of $34.0M.

The DOE/NNSA intends on awarding a single award, Firm-Fixed Price type contract

with a five-year period-of-performance; one (1), one-year base period and four (4), oneyear

option periods. The anticipated period-of-performance for this five-year effort is

April 26, 2025 to April 25, 2030. The total estimated value for the five-year effort is

$5.75M. The NNSA is awarding this effort utilizing the exemption to competition

justification outlined in FAR Subpart 6.302-1(a)(2).

This is a NOTICE OF INTENT and no solicitation is currently available for

requirement. This NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES

OR A SOLICITATION FOR OFFERS; however, if any firm believes that the NNSA

should not pursue a sole-source contract with DIGON, or if it believes it can perform the

requirements as described above and within the attached “draft” Performance Work

Statement”, that firm may contact the procuring agency in writing with supporting

evidence (capability statement only with corresponding pricing information (if

applicable)) that demonstrates in detail the ability to perform the requirements.

Information received will normally be considered solely for the purpose of determining

whether to conduct a competitive procurement. A determination by the Government not

to compete the proposed procurement based on responses to this notice is solely within

the discretion of the Government. NNSA will not be responsible for any costs incurred by

responding to this notice. This notice in no way obligates the Government to award any

contract. Responses or questions relative to this action shall be emailed to

This Limited Source Justification is being made available to the public in accordance

with FAR 6.302-1 & FAR 5.203(a).
