Description: |
The Pennsylvania Department of Corrections (DOC) is required to provide all incarcerated individuals in its custody with comprehensive health care services as well as psychiatric services which are equivalent to those available to the public. The DOC currently provides psychiatric, nursing, dental, medical records staffing, and administrative services directly to the institutions, with the exception of nursing and medical records staffing at SCI-Chester and SCI-Pine Grove.
This RFP is made up of three lots: Lot 1 - Health Care Staffing and Services Lot 2 - Psychiatric Staffing and Services, and Lot 3 – Comprehensive Healthcare Staffing and Services. Offerors may propose on an individual lot or any combination thereof, but Offerors MUST SUBMIT a separate and complete proposal (Technical Submittal, Small Diverse Business packet, Veteran Business Enterprise packet, and any required supporting documents as well as a complete Cost Submittal) for EACH lot for which it plans to propose an offer. Offeror shall indicate the respective lot number of ALL proposal documents. Offerors who plan to propose on Lot 3 only will need to upload a blank Word document to satisfy the “required” field. There is Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) Participation for Lot 1 and Lot 3. There will be an Information Session that Offerors are encouraged to attend. The SDB and VBE Goal Information Meeting will be held via Teams on Friday, December 19, 2025 @ 9:00am EDT. Contract Term |
The initial term of the contract will commence on the Effective Date and will end five years after commencement. The Commonwealth shall have the option to renew the Contract for three additional one-year renewals as described in Item 3. Renewal of Contract Term; Adjusted Rates, contained in the Terms and Conditions, located in Buyer Attachments. The Issuing Office will fix the Effective Date after the contract has been fully executed by the selected Offeror and by the Commonwealth and all approvals required by Commonwealth contracting procedures have been obtained. The selected Offeror shall not start the performance of any work prior to the Effective Date of the contract, and the Commonwealth shall not be liable to pay the selected Offeror for any service or work performed or expenses incurred before the Effective Date of the contract. |

Project Summary |
The Pennsylvania Department of Corrections (DOC) is required to provide all incarcerated individuals in its custody with comprehensive health care services as well as psychiatric services which are equivalent to those available to the public. The DOC currently provides psychiatric, nursing, dental, medical records staffing, and administrative services directly to the institutions, with the exception of nursing and medical records staffing at SCI-Chester and SCI-Pine Grove. DOC currently has 22 State Correctional Institutions (SCI's), one Inpatient Forensic Treatment Center (FTC), two Inpatient Mental Health Units that house incarcerated individuals under mental health commitments, three Skilled Care Units, two Personal Care Units, and One Neurocognitive Care Unit. A map of the institutions, monthly population reports, as well as current DOC policies available to the public, can be found on the DOC website at: www.cor.pa.gov. NOTE: Not all DOC Policies are public. For access to any confidential DOC policies/documents referenced in this RFP, the Offeror must adhere to the requirements outlined in Section 6, Non-Disclosure Agreement contained in this Description Section. Through this RFP, the Issuing Office is requesting proposals from Offerors which have the ability and expertise to provide Correctional Health Care Staffing and Services, as well as to provide Psychiatric Staffing and Services. This RFP is looking to replace the existing Health Care Services Contract #AGR-15-221 and Psychiatric Staffing and Services Contract #4000025268. A copy of these contracts can be located on the PA Treasury website, under e-Contracts. This RFP is made up of three lots as described below. The Commonwealth will evaluate the option of awarding Lot 1 - Health Care Staffing and Services or Lot 2 - Psychiatric Staffing and Services as individual lots (Lots 1 - 2) or as a comprehensive lot (Lot 3), as further described below. A. Lot 1 - Health Care Staffing and Services. The DOC is seeking an Offeror to provide medical services for all correctional institutions, and two secure Community Correction Centers (Progress and Wernersville Building 30). Services shall include but not be limited to: • Physician, certified registered nurse practitioner (CRNP), physician assistant (PA-Cs), medical specialty, laboratory and other related outpatient services. • Nursing and medical records staffing at SCI-Pine Grove and SCI-Chester. • Staffing and services for the dialysis units at SCI-Laurel Highlands and SCI-Muncy. For additional details on the services being requested, refer to Lot 1 - Health Technical Submittal, located in Buyer Attachments section. B. Lot 2 - Psychiatric Staffing and Services. The DOC is seeking an Offeror to provide psychiatric services for all correctional institutions, two secure Community Correction Centers (Progress and Wernersville Building 30), the inpatient mental health units, the inpatient forensic treatment unit and any specialized housing units identified in the technical submittal. For additional details on the services being requested, refer to Lot 2 - Psychiatry Technical Submittal, located in Buyer Attachments section. C. Lot 3 - Comprehensive Health Care Services (All services outlined in Lots 1-2). The DOC is seeking an Offeror to provide all Health Care Staffing and Services as well as Psychiatric Staffing and Services as outlined in Lots 1-2 above. For additional details on the services being requested, refer to Lot 3 - Comprehensive Health Care Services Technical Submittal, located in Buyer Attachments section. Minimum Qualifications |
The selected Offeror shall have, within the past 10 years at proposal submission time: • Experience in the delivery of all of correctional medical staffing and health care services (i.e., medical supplies, diagnostic lab work, medical waste removal, etc.) detailed below in required tasks; • Provided services to a state correctional system with a minimum of eight (8) correctional institutions at separate locations; • Provided services to a cumulative population of a state correctional system with at least 25,000 lives; and • At minimum, four (4) locations must have provided services to at least 1,500 incarcerated individuals (each). |

Budget |
DOC has budgeted an amount for each of the three lots identified for this Project, as set forth below: • Lot 1 - Year 1 - Health Care Staffing and Services = $115 million • Lot 2 - Year 1 - Psychiatric Staffing and Services = $35 million • Lot 3 - Year 1 - Comprehensive Health Care Services = $150 million In addition, for Years 2-5, the DOC has budgeted an amount to allow for a maximum of a 5% annual increase to each applicable lot. Offerors with cost proposals above the amounts identified above for each lot will be considered non-responsive, and DOC will reject any proposals in excess of the budgeted amount. The cost shall be scored as described in Section 31, Evaluation Criteria, B. Cost contained in this Description Section. The Offeror with the lowest total cost will receive the maximum number of cost points available. |
