New Hanover County, located in southeastern North Carolina, is soliciting qualification
submittals from consultant engineering firms to provide professional solid waste
consulting services in support of the Recycling and Solid Waste Department and specifically
the County Landfill, which is regulated under the Resource Conservation and Recovery Act
(RCRA) Subtitle D.
Specific work to be addressed includes, but is not limited to, analysis of existing services
and infrastructure; effectiveness of waste diversion and recycling efforts; opportunities for
expanded waste diversion and recycling efforts, and assistance in preparation of a Request
for Proposals (RFP) to solicit selected initiatives. The overall purpose of this Request for
Qualifications (RFQ) and subsequent RFP is to extend and preserve the capacity of its
Subtitle D Landfill on a meaningful scale.
Firms interested in submitting a response to this RFQ shall provide their primary contact
information for the purpose of notifying firms of any addenda. Instructions for submitting
qualification packages, complete requirements and information may be obtained below, or
by visiting the procurement website at https://www.nhcgov.com/bids.aspx.
All qualification packages shall be submitted via email to amcallister@nhcgov.com with the
subject line reading “RFQ 26-0348 Solid Waste Consulting Services”. Qualification
packages received after the specified date and time will not be accepted.
The County reserves the right to reject any and all qualification packages with or without
cause, to waive technical errors and informalities, or to accept that qualification package or
combination of qualification packages which, in the County’s sole and absolute judgement,
best serves the public interest.

Submitted Statements of Qualifications are not subject to public inspection until a contract is awarded
and executed. Statements of Qualifications will be evaluated, and firms may be contacted for interviews
to be conducted by phone or in person.

2.2 – Preparation of Statements of Qualifications
2.2.1 Respondents are instructed to submit their Qualification
Statements by email to Anne McAllister, Business Officer
at amcallister@nhcgov.com. Please be sure to include “RFQ 26-0348
Solid Waste Consulting Services” in the subject line of the email.
2.2.2 The deadline for Receipt of Qualification Statements is Tuesday, June 30,
2026, 5:00 PM EST.

2.3– Questions
Questions concerning this solicitation should be in writing and directed to Anne
McAllister, Business Officer, by emailing amcallister@nhcgov.com. Please include in
the subject line “RFQ 26-0348 Solid Waste Consulting Services”. Questions will
be received until Thursday, June 4, 2026, at 5:00 PM EST.
2.4 – Answers to Questions
An addendum summarizing all questions and answers will be posted to
the County's website on Tuesday, June 9, 2026. Respondents who have notified the
County of their intent to submit along with their email address (see 2.5 – Intent to
Submit) will be sent the addendum upon posting. You may visit our website
at https://www.nhcgov.com/bids.aspx to check for the issuance of any addenda
before submitting your Qualification Statement.
2.5 – Intent to Submit
All Respondents who intend to submit Qualification Statements on this project
should send an email to Anne McAllister, Business Officer, at
amcallister@nhcgov.com. Include in the subject line “RFQ 26-0348 Solid Waste
Consulting Services”. This will ensure that you receive any addenda issued for
this RFQ if applicable.
2.6 - Cost of Preparation of Statement of Qualifications
Costs incurred by prospective Respondents in the preparation of the response to
this RFQ are the responsibility of the Respondent and will not be reimbursed by the
County.
2.7 – Authorized Signature
Signature Forms must be signed by an authorized individual of the Respondent.
Forms that are not signed may cause the submittal to be rejected.
2.8 – Ownership of Documents
All Statements of Qualifications and accompanying documentation will become the
property of New Hanover County at the time the Statements are opened and; as
such, will not be returned to the Respondent.
