Project Title: Fire Station Concrete Replacement Project
Location(s): Fire Station #2 (9010 Ridgewood Road)
3.1 Project Overview
This project intends to retain a qualified concrete contractor to remove damaged concrete
and pour new concrete at Fire Station #2. The project consists of two distinct areas: a
heavy-duty apparatus/driveway area requiring an 8-inch depth. The contractor is
responsible for all labor, materials, equipment, and disposal.
3.2 Detailed Scope of Work
Area 1: Driveway / Heavy-Duty Pad Replacement
● Location: Fire Station #2 (9010 Ridgewood Road)
● Total Area: Approximately ninety (90) square feet.
● Depth Requirement: Eight (8) inches of finished concrete thickness.
● Specifications: Must be reinforced to support the heavy emergency apparatus
(fire trucks) weight loads.
Area 2: Rear Sidewalk Replacement
● Location: Fire Station #4 (3101 9th Street) - Rear of the station.
● Total Area: Approximately three hundred (300) square feet.
● Depth Requirement: Four (4) inches of finished concrete thickness.
● Specifications: Standard pedestrian finish.
4. Contractor Responsibilities & Execution
Phase 1: Demolition and Site Preparation
● Saw-Cutting: Cleanly saw-cut the edges of the designated replacement areas to
ensure a neat, straight patch line without damaging adjacent, stable concrete.
● Excavation & Removal: Break up, excavate, and completely remove all old concrete
from the site.
● Disposal: The contractor is solely responsible for hauling away and legally disposing
of all debris off-site. No station dumpsters or facilities may be used for debris.
● Subgrade Prep: Grade and compact the underlying subbase to ensure a stable
foundation prior to pouring.
Phase 2: Pouring and Finishing
● Formwork: Supply and install robust wood or metal forms to the specified
dimensions and depths (8" and 4" respectively).
● Materials: Use a high-strength concrete mix with appropriate wire mesh or rebar
reinforcement as required by local municipal codes.
● Finishing: Apply a medium broom finish to all surfaces to ensure proper slip
resistance. Joints must be tooled or saw-cut to control cracking.
● Curing: Apply a curing compound or follow standard wet-curing practices to ensure
the concrete reaches its maximum structural integrity.
Phase 3: Site Restoration and Cleanup
● Form Removal: Remove all forms once the concrete has sufficiently cured.
● Site Cleanup: Clean the work area of all tools, splattered concrete, excess dirt, and
trash daily and upon completion.
5. Timeline, Logistics, and Safety
● Operational Readiness: Because this project takes place at an active fire station,
emergency vehicle access must not be blocked without prior coordination with the Fire
Chief.
● Work Hours: Standard working hours will be from 7:00 a.m. to 5:00 p.m., Monday
through Friday, unless otherwise approved.
6. Contractor Qualifications & Requirements
Bidders must meet and provide proof of the following qualifications to be considered for a
contract award:
● Licensing & Registration: Active registration/good standing with the Illinois Secretary
of State and possession of all required local and state professional licenses.
● Permits: Ability to secure all required municipal building permits (including providing
stamped drawings or additional plans if required for plan review).
● Insurance: Proof of General Liability, Commercial Vehicle, and Workers' Compensation
Insurances, naming the City of Rock Island as an additional Certificate Holder.

the work safely and efficiently.

This project is subject to strict labor standards and wage regulations.
● Commercial Wage Policy: In accordance with Illinois Statutes and City of Rock Island
policy, all contractors and subcontractors must adhere to Federal Davis-Bacon prevailing
commercial wage rates (or applicable Illinois Department of Labor Prevailing Wage
rates, whichever is higher). Residential wage rates do not apply to this project.
● Owner-Operators: Owner-operators are not exempt and must pay themselves prevailing
wage rates.
