Safe Street for All (SS4A) Improvement Project

The City of Milpitas (“City”) is seeking from qualified consulting firm (“Proposer”) for professional planning, design, and optional construction support services for the Safe Streets and Routes for All Improvements Project, CIP No. 4312 (“Project”) to improve pedestrian and bicycle safety along school routes citywide and update the City’s Safe Routes to School Program. This Project is federally funded.

The Milpitas Unified School District located at 1331 East Calaveras Boulevard, is a highly rated public school district that serves a culturally diverse population of over 10,000 students across 15 total facilities in Transitional Kindergarten through Grade 12 including innovation campus, one high schools, two middle schools, and 10 elementary schools. Milpitas students travel a network of approximately 45 miles of designated school routes – 13 percent of the City’s roadway network. Between 2017 and 2021, nearly half of the City’s 138 reported bicycle and pedestrian crashes (68) occurred along these school routes, including a 2021 fatal bicycle crash involving a child riding with his family near Burnett Elementary School. During that period, crashes involving pedestrians and bicyclists – the City’s most vulnerable road users – accounted for 28 percent of all fatal and severe injury crashes on the City’s local roads. The objective of this Project is to address the City’s crash trends regarding fatal and severe injury crashes by enhancing pedestrian and bicycle safety throughout the City’s school zones.

In September 2024, the U.S. Department of Transportation’s Federal Highway Administration (“USDOT FHWA”) awarded the City $2,900,000 in Fiscal Year 2024 SS4A Supplemental Planning and Implementation grant funding, which the City has matched with $725,000 in local funds – a total Project budget of $3,625,000. The grant agreement has been executed, and funding is in place. The Project implements the engineering countermeasure toolbox adopted in the City’s 2024 Citywide Travel Safety Plan and builds upon the City’s 2011 Safe Routes to School (“SRTS”) Program.
