Gwinnett County is soliciting competitive informal written Quotes from qualified vendors for the

Purchase and Installation of Kennels for the Gwinnett County Sheriff’s Office.

Quotes should be typed or submitted in ink and returned to the Attention of Chelsey Ward, Purchasing

Associate III. Quotes should be received by 3:00 P.M. September 7, 2026 via email at

Chelsey.Ward@GwinnettCounty.com, by fax (770-822-8735), or sent to the Gwinnett County Financial

Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046.

3, 2026. Quotes are legal and binding upon the bidder when submitted.

Successful vendors will be required to meet insurance requirements. The Insurance Company should

be authorized to do business in Georgia by the Georgia Insurance Department and must have an A.M.

Best rating of A-10 or higher.

The written Quote documents supersede any verbal or written prior communications between the

parties.

Award will be made to the vendor submitting the lowest responsive and responsible Quote. Gwinnett

County reserves the right to reject any or all Quotes, to waive technicalities, and to make an award

deemed in its best interest. Quotes may be split or awarded in entirety. Gwinnett County reserves the

option to negotiate terms, conditions, and pricing with the lowest responsive, responsible bidder(s) at its

discretion.

Specifications and Requirements

I. Scope of Work

The Gwinnett County Sheriff’s Office is requesting quotes for the purchase and installation of

kennel for the Gwinnett County Sheriff’s Office Jail K9s.

II. Requirements:

A. Awarded vendors will be required to obtain a Sheriff’s Office contractor ID for access to the

buildings. All work for this project can be completed Monday - Friday 7:00-4:00 P.M Any

exceptions must be coordinated with the Sheriff’s Office maintenance Liaison

B. Meet or exceed the specifications of equipment in the description.

C. If different product than below, vendor must supply specifications/cut sheets for the product

being used prior to award. Samples may be requested from vendors to determine

equivalency. Samples should be furnished at the vendor’s expense within seven (7) business

days.

D. Ground should be leveled before units are installed.

III. Delivery

A. The kennel will be delivered to the Gwinnett County Sheriff’s Office at 2900. Kennel will be

delivered and placed onto marked areas. The kennels may need to be placed using a forklift

or other device as the location may not be accessible to a flatbed truck. Minimal leveling may

be required and to be provided by the vendor.

B. Delivery and installation MUST occur by October 23, 2026. Delivery ARO will be considered for

award.

IV. Specifications:

A. 1 - 10X12 Double Run Dog Kennel:

• 2 separated dog runs & interior kennel areas

• Painted gray, door & corner trim- off white

• Tuff rib metal roof

• 1 insulated fiberglass door w/keyed latch

• Two 18”x27” insulated windows with screens -white

• Insulated feed room

• Walls R-15 Rockwool Comfortbatt or approved equivalent mineral wool insulation

• Floor R-21 Rockwool Comfortbatt or approved equivalent

• Ceiling/Roof R-30 Rockwool Comfortbatt or approved equivalent

• LP Prostruct textured flooring or approved equivalent with epoxy coating

• Floor penetrations shall be sealed watertight

• Minimum four GFCI-protected receptables at least 5’ high, two outdoor, 2 indoors

• Led interior and exterior lighting

• Moisture-resistant/vapor-tight led fixtures preferred in kennel areas

• Exterior led security light

• Electrical panel/circuit capacity two 110 volts, 20 amps and one 208 volts, 60 amps

• Limited lifetime warranty paint

• Color: siding, door –should be off white; roofs for unit should be charcoal
