INFORMAL REQUEST FOR PROPOSAL (IRFP)
City of Stockton is seeking, via an informal request process, proposals for the
classification and compensation study for City-wide Engineer classifications.
Proposals will be reviewed, and specifications may be amended to meet City goals.
INTRODUCTION
The City of Stockton (“City”) is seeking proposals from qualified firms or consultants to
conduct a comprehensive classification and compensation study of the City’s
Engineering classifications. The selected Proponent shall evaluate the classifications,
job duties, internal equity, and external market competitiveness and provide
recommendations that support a fair, competitive, and sustainable Engineering
classification and compensation structure.
The selected Proponent will work jointly with the Human Resources department and
subject matter experts (SMEs), who will review the classification and compensation
study for Engineering classifications.
IRFP DEADLINE
Proposals must be received no later than 4:00PM PST on September 8, 2026.
Proposals received after this date will not be considered for review. The proposal must
be signed by a person legally authorized to bind the Proponent to a contract should
the proposal be qualified and certified for contract and execution of work. All proposals
must be submitted in PDF form to Andrelyn.petate@stocktonca.gov.
PURPOSE OF IRFP
The purpose of this IRFP is to obtain qualified consulting services to conduct a
comprehensive classification and compensation study of the City of Stockton’s
Engineering classifications. The study will evaluate the City’s current classification
structure, job duties and responsibilities, internal relationships, and external market
competitiveness to ensure classifications and compensation are appropriately aligned
with the work performed and the City’s current and future workforce needs. The study
will result in data-driven recommendations that promote internal equity, external
competitiveness, effective recruitment and retention, and a sustainable Engineering
classification and compensation structure.

SCOPE OF SERVICES
The selected proponent shall provide comprehensive classification and compensation
consulting services to evaluate the City’s current classification structure, job duties,
internal salary relationships, and external market competitiveness; recommend
appropriate classification and compensation structures; and develop updated,
equitable, competitive, and sustainable classification and compensation
recommendations for the positions under review.
The following is a list of requirements and deliverables:
1. Research and recommend survey parameters including survey agencies,
survey classifications and data elements to be collected and analyzed.
2. Collect and analyze salary and benefit data, ensuring quality control and data
integrity.
3. Complete an internal salary relationship analysis, including recommendations
for internal equity.
4. Develop externally competitive and internally equitable salary
recommendations for each classification.
5. Perform detailed job analysis of each position.
6. Identification and verification of ADA essential job functions for each
classification.
7. Development of a classification structure for the positions under review that
reflects the City's current and future human resources needs.
8. Allocation of each position being studied to the appropriate classification based
on the duties being performed1 level of responsibility exercised, and
knowledge, skills and abilities required.
9. Review and modification of class specifications to ensure they are up to date,
accurate, and include appropriate job definitions, distinguishing characteristics,
and duty statements and a qualifications section that addresses minimum
qualifying level knowledge, skills and abilities for each of the classifications as
well as ADA-compliant language.
10. Allocation of each position to the appropriate classification based on the duties
and responsibilities being performed.
11. A review process that will permit each employee to review the draft
classification recommendations and to submit concerns directly to the
consultant.
PROPOSAL CONTENT
Proposal Guidelines, Content and Format: The City of Stockton uses a qualifications-
based selection process in obtaining these services. In order for the City to properly
evaluate the Proponents’ qualifications to perform this work, the proposals shall
include, as a minimum, the following information:
A. Evidence of the Proponent’s ability to be responsive to this project
regarding timeliness and expertise, including availability of staff
proposed to be assigned.
B. The Proponents are encouraged to expand on the Scope of Services
(Exhibit A) to demonstrate their expertise. Evaluation of the proposals
will be based on qualifications, the experience of staff proposed to be
assigned to the project, references and thoroughness of the proponent’s
response to the Scope of Services.
C. Such additional information that the Proponent may feel would be
pertinent to assist the City of Stockton in making its final decision.
D. Please email your proposal to andrelyn.petate@stocktonca.gov with the
subject of email titled “Classification and Compensation Study for
City-wide Engineer Classifications” Proposals must be received at this
email address no later than 4:00PM PST on Tuesday, September 8,
2026. Proposals received after this date will not be considered for review.
The proposal must be signed by a person legally authorized to bind the
Proponent to a contract should the Proposal be qualified and certified
for contract and execution of work.
The IRFP must include the following:
1. Cover Letter: Submit a letter on your company letterhead addressing the
proposal and format. The letter should be signed by an officer of the firm
authorized to bind the firm to all comments made in the proposal, and shall
include the name, address, phone number and e-mail address of the person(s)
to contact who will be authorized to represent your firm.
2. Work Plan/Timeline: Provide a work plan that incorporates the scope of
services outlined above. The work plan should generally identify the
expected duration of each task and reflect associated personnel and other
resources required for all tasks to be performed. This should include a
schedule for all deliverables. On-site and off-site time should be separately
stated. There should be a clear explanation of consultant’s and City
responsibilities.
3. Project Fees and Fee Schedule: Provide a comprehensive budget and fee
schedule. This fee schedule should include costs for all services required
in this IRFP.
4. Insurance & Contract Requirements: Provide a statement that you have
reviewed and agree to the insurance requirements specified in Exhibit B
and the terms and conditions specified in Exhibit C. Provide a sample
completed Insurance Certificate according to terms as identified in Exhibit
B to show you are able to provide insurance if awarded this contract. Final
insurance certificates must be provided before contract can be approved.
INDEMNITY AND HOLD HARMLESS
To the fullest extent permitted by law, Contractor shall hold harmless, defend and
indemnify City of Stockton and its officers, officials, employees and volunteers from
and against any and all liability, loss, damage, expense, costs (including without
limitation costs and fees of litigation) of every nature arising out of or in connection
with Contractor’s performance of work hereunder or its failure to comply with any of
its obligations contained in this agreement, except such loss or damage which was
caused by the sole negligence or willful misconduct of the City of Stockton. This
obligation is independent of, and shall not in any way be limited by, the minimum
insurance obligations contained in this agreement. These obligations shall survive the
completion or termination of this agreement.
SELECTION AND AWARD
Award will be made based on the most advantageous proposals to the City with the
proper credentials and best experience/professional standards. The City reserves the
right to select the successful proponent and negotiate terms of a contract with the
proponent whose proposal is most responsive to the needs of the City. Further, the
City reserves the right to reject any and all proposals, or alternate proposals, or waive
any informality in the proposal as is in the City’s best interest. Staff will determine how
well the IRFP meets the needs of the City in terms of suitability of services, experience,
and cost will not be the primary factor. Proposals are subject to final negotiation. If no
proposals are accepted, the City reserves the right to cancel this IRFP and release a
new IRFP.
TERM
The City and Proponent will sign an agreement for one (1) year for the services noted
in this IRFP.

than Thursday, September 4, 2026 by 2:00 PM. Material changes, if any, to the scope
of services or proposal procedures will be transmitted by email.
