Summary

Organization or individual with at least 3 years experience in managing sewage treatment system program at the county level in Ohio. The organization or individual should be able to provide their equipment, have the capacity and demonstrate experience. Organization with several employees or more than one individual for back up will be preferred. Candidates should have experience working in a county on an approved list of counties for STS and not on provisional list.  REHS (Registered Environmental Health Specialist) is required.

Ohio Department of Health is looking for a contactor to manage the Noble County Household Sewage Treatment Systems (HSTS) program according to Ohio Revised Code (ORC) 3718 and Ohio Administrative Code (OAC) 3701-29.

The primary purpose of this project is to protect public health by including but not limited to permitting and overseeing HSTS (Household Sewage Treatment Systems) installations, performing 12-month inspections, and following up on any nuisances. Noble County usually permits around 40-50 new systems in a year.

The contract shall comply with Ohio Administrative Code (OAC) 3701-29 and all applicable provisions of the Ohio Revised Code (ORC) and Ohio Administrative Code related to the Household Sewage Treatment System (HSTS) Program for the administration and oversight of the Noble County HSTS Program.

The Contractor shall also adhere to the expectations outlined below.

• Involve ODH in all the communication pertaining to Noble County HSTS program. Provide documentation via email or Microsoft teams to ODH upon request.
• Accommodate ODH when requested to join contractors on any part of their work related to Noble County HSTS program.

• Notify ODH immediately via email about any enforcement issues, such as failing systems and nuisances.
• Promptly notify ODH via email of any deviations from the SOW, developed plan of action and communication plan.
• Provide all equipment and vehicles needed for the work. The field equipment shall include at least a measuring wheel, measuring tape, lid hook, tile probe, laser level, tracing dye, boots, identifiable coat/vest, gloves, drill, drill bits, charger, and clip board.
• Attend any relevant meetings pertaining to Noble County HSTS program as scheduled by ODH

The Ohio Department of Health (ODH) is soliciting proposals for professional services.
1. PROJECT INFORMATION:
1.1. Project Title: Noble County Ohio Sewage Treatment System HSTS Management

1.4. Inquiry End Date Tuesday, January 13, 2026 by 3 p.m. All questions must be submitted via
OhioBuys. Questions received after this date will not receive a response.
1.5. Solicitation End Date: Tuesday, January 20, 2026, by 3 p.m. All required application components
must be received by January 20, 2026, at 3 p.m. Applications should be submitted via OhioBuys.

ODH reserves the right to execute multiple agreements with awarded provider to fulfill the
entire project period, subject to and contingent on the discretionary decision of the Ohio
General Assembly to appropriate funds (if needed) for the biennium, satisfactory performance
of the awarded providers and the needs of the Ohio Department of Health
1.12. Agreement Term: 2/1/2026-12/31/2026.
1.13. Renewal Terms: Three (3) Twelve (12)-month optional renewal period(s) dependent upon the
receipt and approval of funds to ODH for this project
Renewal Optional Year 1: 1/1/2027-12/31/2027
Renewal Optional Year 2: 1/1/2028-12/31/2028
Renewal Optional Year 3: 1/1/2029-12/31/2029
At the sole option of ODH, ODH may extend this Contract past the initial Agreement Term for a
period of ninety (90) days. Renewal terms may be exercised by mutual agreement between the
Provider and ODH. The cumulative time of all mutual renewals may not exceed three (3)
additional years and are subject to and are contingent upon the discretionary decision of the
Ohio General Assembly to appropriate funds for this project in each new biennium. If any
renewal is exercised, a new contract will be issued at the beginning of the new biennium. ODH
may evaluate whether a renewal is appropriate considering the satisfactory performance of the
Provider and the future and continuing needs of ODH’s Programs.

2. PROJECT REQUIREMENTS: Offeror(s) must meet the following mandatory requirements to be
considered for evaluation.
2.1. Contractor Experience and Expertise Requirements:
2.1.1. Offeror(s) must have at least three (3) years of experience in managing sewage
treatment system program at the county level in Ohio.
2.1.2. Offeror(s) must have at least three (3) years of experience in sewage treatment systems
in an Ohio program that processes more than 30 new installations in a year.
2.2. Contractor Preferred Requirements:
2.2.1. Offeror(s) should be able to provide their equipment, have the capacity to manage
county Sewage Treatment System (STS) program and demonstrate experience.
2.2.2. Offerors demonstrating sufficient staffing capacity, including multiple employees and
identified backup personnel, will be given preference.
2.2.3. Offeror(s) that have demonstrated experience working in counties listed as approved for
the Sewage Treatment System (STS) Program and that are not on the provisional county
list.
2.3. Notice of Award Requirements: Eligible organizations may include but are not limited to Private
or Public entities, Health Care institutions, State, Local and Indian Tribal Governments,
institutions of higher education, non-profit organizations (including faith-based, community-
based, and tribal organizations), and hospitals. Specific eligibility requirements are found in the
program specific Solicitation.
2.4. Mandatory Licenses &/or Certifications Required:
2.4.1. Offeror(s) must have: REHS (Registered Environmental Health Specialist) is required.

3. SCOPE OF WORK AND DELIVERABLES:

3.1. Scope of Work:
SCOPE OF WORK
3.1.1 Contractor must attend a virtual project kick-off meeting with ODH.
3.1.2
Contractor shall develop a plan of action that outlines key tasks, associated timelines, tracking
sheets to monitor progress, and a plan for ongoing communication with ODH.
3.1.3
Contractor shall attend up to eleven (11) weekly meetings with ODH during the first quarter of the
contract period. Following the first quarter, the Contractor shall continue to attend weekly
meetings with ODH, or additional meetings as requested or as needed.
3.1.4 Contractor must participate in training (both field and administrative) by ODH STS program staff.
3.1.5
Contract must draft content for public awareness of program management including contact
information and process for Noble County installers, service providers and haulers.
3.1.6
Contractor shall conduct site inspections, permitting activities, and final inspections for all new
systems in Noble County in accordance with Ohio Administrative Code (OAC) 3701-29.
3.1.7
Contractor must complete all 12-month inspections and share reports with ODH via the designated
Microsoft Teams folder, Accela, or another ODH-approved reporting method.
3.1.8
Contractor must complete all installer, service provider and hauler registrations in Accela or similar
method approved by ODH.
3.1.9 Contractor must perform nuisance investigations and submit reports, as needed.
3.1.10
Contractor must enroll all new systems into Operation and Maintenance (O&M) and continue
enrolling older systems as needed into the O&M program.
Track the program in Accela and/or in Microsoft Teams folders, or other similar method
approved by ODH.
Contractor must provide ODH a quarterly progress report that includes summary of all activities
during the past quarter and budget summary.

documentation to ODH via the designated Microsoft Teams folder, Accela,
or another ODH-approved reporting method.
Contractor should register as Sewage Treatment Systems installers, haulers
and/or service providers to work in Noble County.
Contractor should develop public awareness materials that explain
program management changes (from Noble Count to contractor) and
contact information for program stakeholder (homeowners, county
installers, haulers and service providers).
Contractor shall submit all complaint and investigation reports to ODH
project staff within one (1) week of the initial complaint or initiation of the
investigation.
