Preparation of Detached Accessory Dwelling Unit (ADU) Plan Sets for City of Benicia Pre-Approved ADU Program (PADU)

The City of Benicia (City) has identified a need to develop pre-approved, permit-ready Accessory Dwelling Unit (ADU) plan sets for resident use. The City is seeking submittals from qualified design professionals to provide full ADU plan sets for pre-approval to facilitate expedient plan review and construction timelines. All ADU plan sets shall be consistent with the City’s development standards and all applicable codes within the code cycle.

In compliance with Assembly Bill 1332, the City of Benicia is seeking to expand its pre-approved ADU program by providing full ADU plan sets to residents at no cost. The City currently accepts the submittal of plan sets for pre-approval, but is aiming to streamline construction and permitting processes by providing no-cost ADU plan sets for use by residents. The City is seeking proposals from qualified architectural and design firms to provide design options for up to three detached ADU floor plans and accompanying styles which are compatible with Benicia’s residential character.

The City aims to assume ownership of the complete plan sets to make them available for resident use, however the plan sets would need to be periodically revised to keep current with the building code cycle. Those successful firms from this solicitation will be invited to submit finalized ADU plan sets for City plan review and pre-approval.
