Summary

Provide professional engineering, environmental, right of way, utility, and design services related to the preliminary engineering, environmental documents, Plans, Specifications, and Estimate (PS&E), and design services during construction for the Water Mainline Replacement Project (CI 5642).

Background

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members through district-based elections, with one member serving as Mayor on an annual basis.

The City is actively working on replacing its aging water mainlines throughout its water distribution system to improve water system supply reliability and water quality. With an average age of 40 years old for the City’s waterlines, with 1/3 being from 50-60 years old, it is imperative that these lines get replaced as soon as possible for the health of the system.

The main objective of the Water Mainline Replacement Project (CI 5642) is to upgrade the 16” and 12” steel water mains, (Attachment A – Vicinity and Location Map). The 16” steel water main from the Meadows Reservoir to El Monte Rd. requires a combination of lining, open trench and directional boring replacement. The 12” steel main which currently is located within the Caltrans’ right-of-way under State Route 23 from Avenida De Las Flores to Calle Violeta, requires realignment by utilizing the existing Avenida De Las Flores bridge cavity (Attachment B – Concept Plan)

The project will involve coordination with Caltrans during the planning, design and permitting phases of the 12” steel water main in their right-of-way. If significant delays arise due to Caltrans’ review timeline, the City may consider phasing the project into ; Phase 1) within the City’s right-of-way (Meadows Reservoir to El Monte Dr.) and, Phase 2) within the Caltrans’ right-of-way (SR 23 and Avenida De Las Flores).
