The Sacramento Area Flood Control Agency (SAFCA) is requesting Statements of Qualifications (SOQs) from qualified firms to provide Real Property Management Services on an as-needed basis. The selected firm will assist the Agency in its management of a real estate portfolio that currently consists of approximately 425 parcels comprising nearly 4,800 acres of open space and developed lands. These numbers will vary over the term of the contract as real estate is acquired or divested to meet agency needs.
SAFCA is a Joint Powers Authority formed by the City of Sacramento, County of Sacramento, County of Sutter, American River Flood Control District, and Reclamation District No. 1000 to plan and implement major flood risk reduction projects for the Sacramento region. SAFCA’s enabling legislation requires the agency to have as its highest priority the protection of life, property, watercourses, watersheds, and public highways within its boundaries from damage from flood and storm waters. In addition, the Agency is tasked to carry out its responsibilities in ways which provide for the optimum protection of the natural environment, especially riparian habitat and natural stream channels suitable for native plant and wildlife habitat and public recreation.
SAFCA has acquired its real estate portfolio in service of a variety of purposes consistent with its enabling legislation. These purposes include construction of flood risk reduction projects, chiefly levees, and preservation or enhancement of environmental mitigation sites supporting construction projects. In addition, SAFCA has acquired residential properties in order to encumber or split parcels to reserve rights germane to flood protection. SAFCA owns property in fee title or easement, and some of its parcels are encumbered by easements such as conservation, agricultural, or flood easements held by others.
The purpose of this Request for Qualifications (RFQ) is to procure a contract with a firm to meet SAFCA’s property management needs.
