SECTION 1 - Invitation to Submit a Proposal
By issuance of this Request for Proposals ("RFP"), the City and County of Denver (the "City"),
acting through the Executive Director of Parks and Recreation (the "Executive Director"), invites
all qualified proposers to submit a proposal for on-call forest health services.
Proposers are expected to familiarize themselves with the details in connection with the proposed
operations. Any person, firm, entity, joint venture, or corporation desiring to submit a proposal
shall examine this RFP and shall judge for themselves their qualifications and all the
circumstances and conditions affecting their proposal. Failure on the part of any proposer to make
such thorough examination or to thoroughly investigate the conditions of the proposal shall not be
grounds for a declaration that the successful proposer did not understand the RFP. Proposals
shall be disqualified if the proposer is in default or past due under any previous or existing
agreement with the City, if any unresolved monetary claims by the City exist against the proposer,
or if the proposer is unable to show evidence of their financial capabilities to execute the work of
this contract.
Should a proposer find a discrepancy or omission in this RFP, or should a proposer be in doubt
as to the meaning of any provision of this RFP, the proposer should promptly notify the Designated
Contact in writing, and any necessary clarifications or addenda will be provided in writing. THE
CITY WILL NOT BE RESPONSIBLE FOR ANY ORAL INSTRUCTIONS OR INTERPRETATIONS
GIVEN BY OR TO ANYONE.
The instructions contained within are not intended to completely define the proposed contractual
relationship between the City and County of Denver and the successful proposer. The awarded
contract(s) will be similar in form to the attached Attachment 6 Sample Contract, but the City
reserves the right to make changes and additions prior to the final award at the sole discretion of
the Executive Director.
In making a final selection recommendation, the competitive selection process provided under
this RFP will focus consideration on the qualifications and prior history of similar performance of
each submitting proposer, in accordance with the evaluation criteria set forth in Section 5. Written
responses to this RFP will enable the City to select the most qualified candidate. The Executive
Director will appoint a selection committee to evaluate the proposals. The selection committee
will recommend a finalist or finalists to the Executive Director who will decide on the successful
proposer and will approve the contract before submittal to the Denver City Council and Mayor for
ordinance or resolution approval, if applicable, and Mayoral signature of the contract. NO RIGHTS
TO PROVIDE SERVICES SHALL ARISE UNLESS AND UNTIL THE CONTRACT IS APPROVED
BY ORDINANCE (IF APPLICABLE) AND SIGNED BY THE MAYOR.

SECTION 2 - Scope of Work
A. GENERAL DESCRIPTION:
For more than 100 years, Denver's Mountain Parks ("DMP") have provided a place for people to
play in some of Colorado's most scenic landscapes. Our 14,000 acres, 22 accessible parks, and
24 conservation areas make the City's "backyard" park system one of the most unique and
expansive in the country. Additional information about DMP locations and initiatives is available

The Department of Parks and Recreation ("DPR") has identified a need for forest health
services on a continuing on-call basis. DPR seeks to establish a group of qualified on-call
contractors to provide these services throughout the City of Denver and Denver Mountain Parks.
Awarded contractors will perform work that supports these DPR goals:
* Improving forest and ecosystem health
* Reducing wildfire risk
* Enhancing ecological resilience
* Supporting long-term natural resource management
B. CONTRACT VALUE:
The City anticipates awarding multiple contracts with a maximum compensation amount of Three
Million Dollars ($3,000,000) each over a four (4) year term. Work Orders will be issued during
the four (4) year term; existing Work Orders must be completed no later than the end of the
subsequent fifth (5th) year. See Attachment 6 Sample Contract, Section 3.
On-call contractors will be required to perform all work executed under these contracts in
accordance with all rules, regulations, and ordinances governing City of Denver and Department
of Parks and Recreation work, including insurance and Prevailing Wage requirements.
C. ON-CALL WORK ISSUANCE:
Projects will be assigned to awarded contractors on an on-call as-needed basis via Work Orders.
DPR strives to ensure an equitable distribution of both number of projects and total fee dollars
between contractors within the on-call pool while preserving the City's best interests in pricing,
timely project completion, and quality of service. DPR reserves the right to request quotes from
multiple contractors, or from a single contractor based on the project size and complexity.
For Work Orders with a total cost estimate of over Fifty Thousand Dollars ($50,000), documents
describing the nature of the work will be assembled into Request for Bid Proposal packages and
issued to the on-call contractors for preparation of bids. The City typically requests bids from at
least three (3) on-call contractors. On-call contractors are required to have a team of
subcontractors available to provide timely pricing of bids and performance of projects.
In general, DPR anticipates assigning work to the on-call contractor who has sufficient funding
capacity remaining on its contract, who can complete the work within the required schedule, and
who submitted the lowest bid price for the type of work to be performed. When specialty services
or unique experience that may only be available from a single contractor are required, DPR
reserves the right to select the most appropriate contractor for the project.
The selected on-call contractor will receive a Work Order specifying a scope of work and timing
expectations for each individual project as the project arises. Work Order pricing must match the
rates set forth in the on-call contract. On-call contractors shall perform work in accordance with
City rules and regulations.

D. DESCRIPTION OF SERVICES:
The awarded contractor(s) shall provide some or all of the following services as required on an
on-call basis for various City projects.
Forest Health Services
Forest health services may include timber stand improvement, forest fuels reduction, and other
vegetation management activities designed to improve forest health, reduce wildfire risk, and
enhance ecosystem resilience.
Work may include, but is not limited to:
* Forest harvesting and logging operations;
* Cutting, thinning, and removal of live and dead vegetation;
* Skidding, hauling, and disposal or utilization of forest products and biomass;
* Slash treatment and disposal, including chipping, piling, mastication, scattering, removal,
or prescribed burning (where authorized);
* Hazard tree identification, mitigation, and removal;
* Forest pest and disease management activities;
* Vegetation management associated with ecological restoration and wildfire mitigation
projects.
The contractor shall furnish all labor, supervision, equipment, transportation, materials, operating
supplies (except those specifically designated as City-furnished), permits, and incidentals
necessary to complete the work in accordance with the contract documents.
Required Licenses
* If tree pruning or tree removal services are included within the scope of work, the
contractor shall employ or retain a licensed arborist with appropriate credentials and
experience to oversee and perform such work.
* If invasive species treatment services are included within the scope of work, the
contractor shall employ or retain a licensed pesticide applicator with appropriate
credentials and experience to oversee and perform such work.
Refer to Denver Parks and Recreation's standard specifications for additional requirements
related to tree retention and protection; soil preparation; native seeding; erosion and sediment
control; landscape management and maintenance; and other applicable sections relevant to the
project scope.

F. CONTRACTOR REQUIREMENTS
All specifications and requirements are subject to further details or refinements as specified in the
contract, Request for Bid Proposal, or Work Order.
1. PERSONNEL:
a. All workers assigned by the contractor for servicing a City job shall be adequately
and properly trained to perform their work properly and safely.
b. A qualified supervisor or foreman shall be available when work is being performed
at a site. At least one (1) member of the on-site team must be fluent in English and
able to answer questions or concerns from the City Project Manager and/or their
authorized representative.
2. EQUIPMENT & SAFETY:
a. The contractor's business name shall be labeled on vehicles and equipment while
at worksites.
b. The contractor shall be responsible for knowledge of and conforming to the
requirements and guidelines set forth by the Occupational Safety and Health Act
(OSHA) and any regulations or directives adopted thereunder and follow all Safety
Data Sheets (SDS) requirements.
c. The contractor shall promptly report any injury to person or damage to any
amenity, vehicle, horticulture, structure, or items located at any work site to the
City Project Manager. The contractor shall make prompt arrangements to make
necessary restitution or needed repairs.
3. COMMUNICATION AND PROGRESS UPDATES:
a. The contractor shall communicate with the City Project Manager regarding the
schedule of work orders and provide routine updates (preferably via email) on
progress, including completed work orders.
b. The contractor shall conduct virtual or in-person meetings with the City Project
Manager as needed to review work and discuss progress or any issues.
c. Services started by the contractor(s) on any unit of their contract must be
continuously and actively prosecuted with an optimum complement of workmen
and equipment to expedite completion in the shortest possible time. The
contractor(s) shall organize to do this work eight (8) hours per day from Monday to
Friday each week, and on weekends as applicable, excluding legal holidays.
d. All work shall be completed by workers proficient and experienced in the trades
required and in an orderly and responsible manner, in accordance with recognized
standards and the plans and specifications.
e. Work areas shall be kept clean and neat. Materials, scrap and equipment not
having further use at the site shall be promptly removed from the job site. Disposal
of contractor's waste materials in the City's containers is prohibited unless prior
permission has been granted by the City.

SECTION 3 - Proposal Submittal Requirements
A. PROPOSAL REQUIREMENTS:
Proposals must specifically address each of the questions or items listed below. The information
provided will be a guide, subject to verification, for determining the capacity and qualifications of
the proposer to provide the highest level of services to the City.
* You must respond to each question in the order listed below and include your responses
and attachments, including any additional forms, tables, graphics, etc. as necessary, with
your proposal submission in BidNet.
* Refer to Attachment 7 Proposer's Checklist which lists all required forms and items that
must be submitted with your proposal.
* Proposals should preferably not exceed twenty-five (25) pages in length, including the
completed Attachment 2 Summary of Comparable Projects forms and any associated
attachments. This page limit is not affected by cover pages, divider sheets, or other
required forms.
1. Cover Letter:
* Address the letter to the DPR Selection Committee.
* Provide the name and address of your company.
* Provide the name and email address of the individual authorized to represent your
company and execute contracts.
* Provide a brief introduction to your proposal, including a general summary of the key
elements as you understand them.
2. Qualifications:
a. Proposer Profile:
* Provide the number of years your company has been in operation, your main office
location, and the size of your staff.
* Summarize your company's management and organizational structure.
* Describe your company's principal business activity.
b. Key Personnel:
* Indicate if you anticipate self-performing all work or if you anticipate subcontracting
work to fulfill required services.
* Use Attachment 1 Key Personnel to provide a list of your applicable personnel
classifications and corresponding main responsibilities.
Include additional forms for each of your subcontractors as applicable.
* Provide resumes for key personnel, including contact information, brief
biographies, academic and professional credentials, and all relevant active
certifications. Limit resumes to one (1) page maximum per key staff member.
c. Litigation:
Identify and describe any current outstanding litigation.
3. Experience:
a. Self-performance and Subcontractors:
* Describe your experience with the service types listed in Section 2, including both
your ability to self-perform work for each as applicable and a brief history of your
previous experience working with your listed subcontractors for each as applicable.
Include the number of years of experience you and your subcontractors have with

each applicable service type.
b. Comparable Projects:
* Use Attachment 2 Summary of Comparable Projects to provide three (3) to five
(5) examples of relevant projects you have completed within the past five (5) years.
* Include additional materials, such as photos, graphics, tables, etc., along with the
completed forms to highlight key aspects of your work as needed.
* If you have completed projects for DPR within the last five (5) years, at least
one of your examples must be a DPR project.
c. References:
Provide the names and contact information (email address and phone number) for
three (3) references who the City may contact and who are free to discuss all aspects
of their experience working with your company on relevant projects.
4. Capacity and Approach:
a. Staffing and Mobilization:
Describe your ability to assign sufficient experienced personnel at all levels as
needed to ensure staff availability and timely performance for a variety of projects.
b. Equipment and Technology:
* Indicate the type and quantity of applicable equipment that your company currently
has in its fleet that may be beneficial for fulfilling the requested services (e.g., skid
steer, compact track loader, skidder, feller buncher, etc.).
* List key hardware and software technology tools that your company currently
utilizes to fulfill applicable services.
c. Bidding and Contract Administration:
* Describe your approach to competitive bid submission.
* Detail your subcontractor qualification process and describe how subcontractors
are managed during projects as applicable.
* Describe your approach to effective scheduling, compliant submittals, billing,
change orders, and other administrative tasks associated with administering
contract responsibilities for municipalities or other governmental clients.
* Describe your resource allocation and management processes for ensuring timely
project closure.
d. Safety and Quality Control:
* Describe your process for tracking and reporting any safety incidents and/or
violations within your company.
* Describe your methods for ensuring quality workmanship, including the
identification, management, and mitigation of potential project risks.
5. Billing Rates:
Use Attachment 3 Schedule of Billing Rates to provide a list of your proposed billing
rates for all services you can perform (including treatment type, task, personnel
classification, and/or equipment type as applicable).
