Evaluation Vendor RFP – Scope and Requirements
Overview
The Redevelopment Authority of the County of Lancaster, the Local Program Manager (LPM), is
seeking proposals from qualified vendors with the capability to perform whole-home
Comprehensive Site Evaluations for a first-of-its-kind county-wide Whole Home Performance
(WHP) Program Initiative. The WHP Program is designed to combine funding from multiple federal,
state, local, utility, and other sources in a single project to address a home’s health, safety, and
energy efficiency needs. Each project will have a comprehensive scope of work intended to
remediate environmental hazards, structural safety issues, and a comprehensive energy efficiency
retrofit to improve the living conditions and affordability of owner occupants across the county.
After a thorough intake process, each project begins with a Comprehensive Site Evaluation (CSE).
The CSE is designed to thoroughly collect data on the current condition of the home by combining a
decent, safe, and sanitary home inspection and a full DOE Weatherization Assistance Program
(WAP) energy audit.
Unlike a traditional home inspection or stand-alone energy audit, the CSE is intended to develop a
complete understanding of the home’s condition so that health, safety, durability, structural, and
energy efficiency improvements can be integrated into a single coordinated rehabilitation strategy.
The completed CSE serves as the technical foundation for funding determinations, development of
a comprehensive scope of work, construction cost estimating, contractor procurement, and
regulatory compliance across multiple participating funding sources.
Vendor Requirements
The following is required for a vendor to successfully complete a WHP CSE:
• Ability to identify and diagnose home environmental hazards, i.e. mold, asbestos, moisture
issues, etc.
• Ability to identify and diagnose other health and safety issues present in a home, i.e.
unsafe electrical wiring, structural hazards, roof condition, etc.
• Ability to evaluate the home holistically by understanding how deficiencies in one building
system may impact other systems, occupants, durability, indoor air quality, and energy
performance.
• Ability to collect data in the field on a tablet using an Excel-based data collection tool.
• Ability to use the LPM-approved digital property documentation platform, [ie. Docusketch],
to collect, organize, label, and submit measured floor plans and comprehensive visual
documentation of residential properties through 360-degree imaging, photographs,
annotations, and related project records.
• Ability to capture 360-degree photographs and aerial imagery or video of the roof using a
drone or comparable approved technology. The vendor shall provide the necessary
equipment and qualified personnel and comply with applicable aviation requirements,
property-access restrictions, privacy requirements, and LPM procedures.
• Ability to perform data entry into WAP-approved Energy Modeling software to generate the
required energy model.
• Vendor must possess DOE WAP Energy Auditor certification or relevant experience with the
ability to obtain certification within 6 months of contract execution.
o Relevant experience includes performing energy audits for other programs and/or
BPI certifications.
o Costs for DOE WAP Energy Auditor certification courses and exams will not be the
responsibility of the vendor.
• Demonstrated experience inspecting occupied residential housing, including older housing
stock and pre-1978 homes, is strongly preferred.
• Ability to communicate technical findings to homeowners and program staff in a
professional, respectful, and customer-focused manner.
• Willingness to work in difficult housing situations while maintaining professionalism and
outstanding customer service.
• Vendor shall provide all necessary equipment required to perform the CSE, including
diagnostic testing equipment, ladders, personal protective equipment (PPE), and other
standard inspection tools unless otherwise provided by the LPM.
• Willingness to participate in quality assurance reviews, field audits, calibration exercises,
and periodic training as requested by the LPM.
Scope of Work
• Schedule CSE appointments for the program-approved customers provided to the vendor.
These appointments may be scheduled in conjunction with staff from the LPM.
• Complete onsite CSE at the customer home to include:
o Comprehensive inspection of all areas of the home.
o Collecting all required data points via the Excel-based CSE tool.
o Document the as-is condition of the home using the LPM-approved digital property
documentation platform. Documentation shall include substantive photos
throughout the home, 360-degree photographs of required interior and exterior
areas, and aerial imagery of the roof.
o Completing required diagnostic tests (blower door, combustion safety, gas leak,
zonal pressure diagnostics, duct leakage, etc.). Certain diagnostic tests, such as
blower door, zonal pressure, and duct leakage testing, may have to be conducted
during a return visit after certain health and safety barriers are remediated.
• Complete the DOE WAP Energy Model via the WAP-approved modeling tool.
• Maintain document integrity via the LPM-managed file management site.
• Respond to inquiries from the LPM regarding CSE findings throughout the renovation
process as needed.
• Prepare and submit a complete CSE work product that includes all required field data,
diagnostic testing results, photo documentation, energy model outputs, identified health
and safety deficiencies, and sufficient information to support development of a
construction-ready scope of work.
• Ensure all submitted data is complete, accurate, timely, and suitable for use by multiple
funding partners. Vendors may be required to correct deficiencies identified during quality
assurance reviews.
• Coordinate with LPM staff, estimators, construction managers, and other program partners
as necessary to clarify inspection findings and support project development throughout the
renovation process.
• Maintain confidentiality of homeowner information and securely manage all project
documentation in accordance with program requirements. All inspection data,
photographs, reports, models, field notes, and other work products developed under this
contract shall become the property of the LPM upon submission.
Pricing
Bidders are asked to present their pricing proposal to complete the suggested scope of work at a
volume of 40 homes, which is the intended production during the pilot year.
Pricing proposals should separately identify any costs associated with:
• Standard Comprehensive Site Evaluation
• Completion of DOE WAP Energy Model input into the WAP-approved energy modeling tool
• Required return visits
• Cancelled appointments or homeowner no-shows
• Travel outside the normal service area (if applicable)
• Any optional or supplemental services not included in the standard CSE
While pilot year production is anticipated to total approximately [40] homes, the LPM anticipates
the potential for significant program expansion in future years. Proposers are encouraged to
describe their capacity to scale staffing and operations while maintaining quality, consistency, and
customer service.
Performance Expectations
The selected vendor will be expected to maintain production schedules consistent with pilot
program objectives. Proposers should describe their typical scheduling and turnaround times for:
• Contacting homeowners after referral.
• Scheduling and completing onsite inspections.
• Submitting finalized CSE documentation following completion of the field inspection within
5 business days.
• Responding to requests for clarification from LPM staff.
Proposers should also describe their staffing capacity, quality assurance procedures, and ability to
scale operations should production volumes increase beyond the initial pilot year.
Proposal Evaluation
Proposals will be evaluated using a best-value approach that considers qualifications, technical
capability, experience, organizational capacity, and pricing. At a minimum, proposers should
provide information regarding:
• Relevant organizational experience performing residential inspections and energy audits.
• Qualifications and certifications of proposed staff.
• Experience with DOE WAP, whole-home performance, or comparable residential
rehabilitation programs.
• Approach to scheduling, homeowner communications, field operations, quality assurance,
and data management.
• Organizational capacity to meet pilot production goals and scale with future program
growth.
• Pricing proposal.
