Bid Opening: Submittals must be received by the City's Procurement and Payables Division prior to 11:00
a.m. Pacific Time. Sealed submittals in response to a RFB will be opened Tuesday's at 11:15 a.m. by a
purchasing representative and read aloud during a public bid opening held at the Tacoma Public Utilities
Administrative Building North, 3628 S. 35th Street, Tacoma, WA 98409, conference room M-1, located on the
main floor. They will also be held virtually Tuesday's at 11:15 a.m. Attend a Zoom meeting via this link or call 1

Submittals in response to an RFP, RFQ or RFI will be recorded as received, but not read at bid opening. As

Project Scope: The City of Tacoma, Department of Public Works, Transportation Division, is seeking
proposals from qualified and experienced parking operators and management firms to support and enhance
the City's integrated Parking System. The City intends to identify a partner capable of delivering professional,
efficient, and customer-focused parking services across the system's operational components.

1. BACKGROUND
The City of Tacoma, Department of Public Works, Transportation Division, is seeking proposals
from qualified and experienced parking management firms to provide comprehensive parking
management services for the City's integrated Parking System.
The City's Parking System supports access to downtown Tacoma, neighborhood business
districts, employment centers, cultural amenities, retail, dining, and other key destinations. A
well-managed parking system is an important part of supporting economic vitality, customer and
visitor access, and the efficient use of limited curb and parking resources.
The City has been engaged in the operation of public parking since the 1940s. The system has
evolved over time as parking management has become more closely connected to economic
development, transportation access, customer service, and curb management. With the re-
establishment of paid on-street parking in 2010, the City established a more fully integrated
Parking System that includes on-street parking, off-street parking, parking enforcement, and
residential parking program functions. In 2016, the City expanded Parking System
responsibilities to include management of the restructured Residential Parking Program. See
Exhibit H for additional history and policy framework.
The Parking System operates as an enterprise fund. Parking revenues are dedicated to the
ongoing operation, maintenance, and enhancement of the Parking System and are not
transferred to the City's General Fund. The system is expected to operate within generated
revenues while maintaining safe, reliable, customer-focused parking services.
The City's current Parking System includes the following primary operational components:
* On-street metered parking in the downtown core,
* Off-street structured parking facilities and surface lots,
* City-performed parking enforcement,
* Residential Parking Program administration, and
* Coordination with broader curb management, access, and mobility goals.
In 2025, the City formally adopted a Curb Management element as part of its Transportation
and Mobility Plan. This element is expected to guide future development of the City's curb
management framework and support more equitable and effective management of curb space
for a variety of users and needs.
Through this RFP, the City intends to select one qualified firm to provide comprehensive parking
management services as described in this solicitation. The selected firm will be expected to
support the City in operating a responsive, professional, financially accountable, and customer-
focused Parking System.

The City anticipates awarding one contract for these services. The anticipated contract term is
approximately three (3) years with a completion date of December 31, 2029, with the option to

extend for up to two (2) additional two-year periods, subject to City approval and available
funding. The anticipated budget or not-to-exceed amount for this contract is $16,800,000.
Reference documents, maps, facility information, stall inventories, rate information, and other
supporting materials are included as attachments to this RFP.
Submittals received through this solicitation, and/or the selected Consultant, may be used for
projects or services of a similar type and scope at the sole discretion of the City for up to one
year.
2. MINIMUM REQUIREMENTS
Proposers must meet the minimum requirements identified below to be considered for award.
Compliance will be verified using the information and documentation required under Section 10,
Content to be Submitted.
Failure to provide sufficient documentation demonstrating compliance with minimum
requirement may result in the proposal being rejected as non-responsive.
* Firm Experience
The proposer must have a minimum of five years' experience managing and operating
municipal, public, or publicly accessible parking systems. The required experience may
be demonstrated through one contract or through multiple contracts with combined
periods of qualifying experience totaling at least five years. Concurrent contract periods
will not be counted more than once toward the five-year requirement.
Verification: As part of the response to Section 10, the proposer shall provide a record
of qualifying contracts that includes, at a minimum:
Client or contracting agency;
o
Contract or project name;
o
Contract start and end dates;
o
Description of the parking system and services performed; and
o
Client contact information for verification.
o
* On-Site Manager Experience
The proposer's designated On-Site Manager for the City's Parking System must have a
minimum of five years' experience managing large-scale, complex parking systems
comparable in size and scope to the City's Parking System.
Verification: As part of the response to Section 10, the proposer shall identify the
proposed On-Site Manager and include a resume showing:
Position held;

Dates of employment or assignment;
o
Responsibilities performed;
o
Industry certifications; and
o
Relevant parking management experience.

3. SCOPE OF SERVICES AND DELIVERABLES
It is the City's intent to select a qualified parking management firm based on the qualifications,
experience, and demonstrated abilities of the firm and key personnel proposed for this work.
The selected firm will provide comprehensive parking management services for the City of
Tacoma's integrated Parking System.
The selected firm, referred to in this solicitation as the Operator, shall provide all ordinary and
necessary services for the proper operation, maintenance, customer service, revenue control,
reporting, and administration of the City's Parking System. Services shall be performed in
accordance with City policies and directives, applicable laws and regulations, manufacturer
recommendations, industry standards, and parking management best practices.
The scope of services generally includes, but is not limited to, the following service areas:
* System Administration and Staffing
Provide qualified management, supervisory, administrative, customer service,
maintenance, and operational staff necessary to support the City's Parking System. This
includes staffing plans, operating procedures, personnel management, training, and
coordination with the City.
* Customer Service and Program Support
Provide responsive customer service for parking customers, permit holders, members of
the public, businesses, residents, institutions, and other stakeholders. Services may
include in-person, phone, email, and online support for parking-related questions,
complaints, transactions, permits, validations, and program administration.
* Revenue Collection, Accounting, and Audit Controls
Collect, safeguard, reconcile, report, and deposit parking revenues in accordance with
City procedures. Maintain appropriate internal controls, accounting records, billing
documentation, and audit support for parking revenue streams and operating expenses.
* Reporting and Performance Management
Provide regular operational, financial, maintenance, customer service, and performance
reports as required by the City. Participate in recurring meetings with City staff to review
system performance, operational issues, service levels, financial results, and
recommended improvements.
* Off-Street Parking Management
Manage City-controlled off-street parking facilities, including garages and surface lots.
Services may include daily operations, customer service, permit support, revenue
collection, cleaning, maintenance coordination, repairs, security coordination, event
support, and operational recommendations.
* On-Street Parking System Management
Support operation and maintenance of the City's on-street paid parking system,
including pay stations, mobile payment coordination, customer support, collections,
reporting, maintenance, equipment monitoring, and coordination with City staff and
technology vendors.

* Residential Parking Program Support
Support administration of the City's Residential Parking Program, including customer
service, account support, permit transactions, revenue reconciliation, troubleshooting,
and coordination with the City's enforcement technology platform.
* Maintenance, Repairs, and Facility Support
Provide or coordinate routine maintenance, cleaning, minor repairs, inspections, vendor
support, and facility-related services necessary to maintain safe, functional, and
customer-friendly parking assets. Major repairs, capital improvements, and extraordinary
maintenance shall be coordinated with the City as further described in Appendix A.
* Marketing, Communications, and Stakeholder Coordination
Support City-approved marketing, communications, public information, and stakeholder
coordination related to the Parking System. This may include coordination with local
businesses, institutions, community partners, event organizers, advisory groups, and
other parking system stakeholders.
* Parking Advisory Services
Provide professional parking management advice, operational recommendations, data
analysis, rate and policy analysis, curb management support, industry best practices,
and other technical assistance as requested by the City.
The City may add, remove, or modify facilities, programs, services, technologies, operating
procedures, or service expectations during the contract term to meet operational needs, funding
availability, policy direction, or strategic objectives.
Detailed technical specifications, service expectations, known and potential services, facility
information, operating requirements, performance standards, and deliverables are provided in
Appendix A, Technical Specifications.
4. CONTRACT TERM
The initial contract term is anticipated to be approximately three (3) years, ending December 31,
2029. The City may, at its sole discretion, extend the contract for up to two (2) additional two-
year periods, subject to City approval, satisfactory performance, operational need, and available
funding.
The City reserves the right to cancel the contract for any reason, by written notice, as stipulated
in the contract.
5. CALENDAR OF EVENTS
This is a tentative schedule only and may be altered at the sole discretion of the City.
Contract may be issued after Public Utility Board and/or City Council approval.
