Lynwood High School-Imperial Campus; DSA Modernization Project
( Includes both exterior improvements to the existing campus and modernization of six
existing buildings)
NOTICE IS HEREBY GIVEN that the Lynwood Unified School District, acting by and through its
Governing Board (hereinafter referred to as the “District”), will receive sealed bids on or before 10:00
a.m. on Wednesday, June 17, 2026, for the following:
The Lynwood High School (4050 E Imperial Hwy, Lynwood CA 90262) DSA Modernization project
includes both exterior improvements to the existing campus and modernization of six existing buildings –
Administration, Library, Performing Arts, Industrial Arts, Gymnasium, and Food Services buildings.
Exterior improvements include new landscaping, concrete and asphalt replacement, new concrete and
concrete pavers, new site lighting, and exterior finishes at all six buildings. Upgrades to the existing six
buildings include new finishes throughout, new suspended ceilings and acoustical ceiling tiles, a new fire
alarm system, complete restroom upgrades at all restrooms on campus, new roofing and skylights, full
HVAC replacement, lighting upgrades, all new signage, and new access control throughout. The
Performing Arts building will also receive a new motorized rigging system and a full audio/visual
upgrade. The Food Services building will include new kitchen equipment and a new walk-in freezer and
refrigerator. Lastly, there is also an onsite parking structure concrete work to bring the accessible parking
and path of travel up to code.
The General Contractor must demonstrate successful completion of a minimum of $45 million-$50
million average project value with at least three (3) DSA-regulated public or educational facility
projects within a five year period.
There will be a Mandatory Pre-Bid Conference and Job Walk on Friday, May 29, 2026 at 11:00 a.m.
at the entrance to Lynwood High School, Imperial Campus, 4050 Imperial Hwy., Lynwood, CA 90262.
General Contractor bidding on the Project who fail to attend the entire mandatory Pre Bid Conference and
Job Walk will be deemed a non-responsive bidder and will have its bid returned unopened. Attendees are
asked to bring a business card as part of the sign-in.
Construction duration will be 399 consecutive days beginning on Monday, July 13, 2026, with a
substantial completion date of Friday, June 11, 2027.
This Project is being let in accordance with the Uniform Public Construction Cost Accounting Act
(“UPCCAA”) (specifically, the formal bidding procedures in Section 22032(c)).
Bids will not be accepted if a Contractor AND Sub-Contractor has not been prequalified.
Prequalification is done online on the Quality Bidders website at www.qualitybidders.com.
Prequalification of Bidders
As a condition of bidding for this Project, and in accordance with California Public Contract Code section
20111.5, prospective bidders are required to submit online prequalification documents by registering with
Quality Bidders. These documents will be the basis for determining which bidders are qualified to bid on
this Project.
Prequalifications are due in Quality Bidders by no later than Monday, June 8, 2026 by 2:00pm. The list
of Prequalified General Contractors and Prequalified Sub-Contractors will be uploaded to the LUSD
website for public viewing within a reasonable period of time but no less than one day prior to the bid
opening date.
As part of the bidding process, the Work is subject to the Community Workforce Agreement (CWA)
between the District and the Los Angeles/Orange Counties Building and Trades Council. As well as
subject to the Owner Controlled Insurance Program (OCIP).
All Bidders must submit a completed and signed Letter of Assent with their Bid Proposal found in the
CWA agreement. The full Agreements for your review can be found in the LUSD; Purchasing Department
page. Subcontractors must also submit the CWA Letter of Assent to perform any work on this project.
Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and
be licensed to perform the work called for in the Contract Documents. The successful bidder must possess
a valid and active B License (General Building Contractor) Contractor’s License at the time of bid and
throughout the duration of this Contract.
Subcontractors shall be licensed pursuant to California law for the trades necessary to perform the Work
called for in the Contract Documents.
Sub-Contractors shall be licensed pursuant to California law for the trades necessary to
perform the Work called for in the Contract Documents. See applicable licenses for

NOTE: Respondents who assisted in the preparation of getting materials or the Scope of Work for
solicitation documents of this BID will NOT be eligible to compete for the award work because they will
have an undue advantage to all others.
In accordance with California Public Contract Code section 22300, the District will permit the
substitution of securities for any monies withheld by the District to ensure performance under the
Contract.
Each bidder’s bid must be accompanied by one of the following forms of bidder’s security: (1) cash; (2) a
cashier’s check made payable to the District; (3) a certified check made payable to the District; or (4) a
bidder’s bond executed by a California admitted surety as defined in Code of Civil Procedure section
995.120, made payable to the District in the form set forth in the Contract Documents. Such bidder’s
security must be in an amount not less than ten percent (10%) of the maximum amount of bid as a
guarantee that the bidder will enter into the proposed Contract, if the same is awarded to such bidder, and
will provide the required Performance and Payment Bonds, insurance certificates and any other required
documents. In the event of failure to enter into said Contract or provide the necessary documents, said
security will be forfeited.
Separate payment and performance bonds, each in an amount equal to 100% of the total Contract amount,
are required, and shall be provided to the District prior to execution of the Contract and shall be in the
form set forth in the Contract Documents. All bonds (Bid, Performance, and Payment) must be issued by a
California admitted surety as defined in California Code of Civil Procedure section 995.120.
The Contractor and all subcontractors shall comply with the requirements set forth in Division 2, Part 7,
Chapter 1 of the Labor Code which are available from the Director of the State of CA Department of
Industrial Relations.
A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the
requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract
for public work, as defined in the Labor Code, unless currently registered and qualified to perform public
work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered
contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by
Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform
public work pursuant to Section 1725.5 at the time the contract is awarded.
The Contractor and all subcontractors shall furnish certified payroll records as required pursuant Labor
Code section 1776. Monitoring and enforcement of the prevailing wage laws and related requirements will
be performed by the Labor Commissioner/ Department of Labor Standards Enforcement (DLSE).
No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the
opening of bids.
Where applicable, bidders must meet the requirements set forth in Public Contract Code section 10115 et
seq., Military and Veterans Code section 999 et seq. and California Code of Regulations, Title 2, Section
1896.60 et seq. regarding Disabled Veteran Business Enterprise (“DVBE”) Programs.
Any request for substitutions pursuant to Public Contract Code section 3400 must be made at the time of
Bid on the Substitution Request Form set forth in the Contract Documents and included with the bid.

It is each bidder’s sole responsibility to ensure its bid is timely delivered and received at the location
designated as specified above. Any bid received at the designated location after the scheduled closing time
for receipt of bids shall be returned to the bidder unopened.
