GENERAL BID SPECIFICATIONS
City of Minot, ND 58701
The City of Minot is exempt from state and federal excise and sales taxes and no amount for such taxes
are to be included in the bid price.
Specifications and general instructions to bidders are available in the Public Works Office at 1025 31st St.
SE. by contacting the Fleet Manager at 701-418-3040 or on the City’s website at www.minotnd.org under
City Clerk Department.
The City Council reserves, to itself, the right to reject any or all bids and to award the contract as it deems
necessary and in the best interest of the City of Minot. Past performance will be considered in final
selection.
Delivery of materials, supplies or services contained in the bid shall be made to the Public Works
Building (1025 31st St. SE), and the price shall be FOB, Minot, North Dakota. The delivery date shall be
specified on the bid.

Bids will be opened in the office of the City Clerk at City Hall, 10 3nd Ave. S.W., Minot, North Dakota at
11:00 a.m. on Thursday, March 12, 2026 Bids received after this time will be returned, unopened, to the
bidder. Bidders are invited to be present at the opening of bids.

Industrial Wheel Loader
Street & Water Department
The unit described under these specifications shall be the manufacturer's latest industrial wheel loader and
meet the following minimum specifications. Any deviations from the following minimum specifications
must be noted and may be accepted if approved by the Fleet Manager. Bidder shall provide brochure
showing the following minimum specifications. Any deviations from the specifications shall be clearly
explained and attached to the bid proposal.
Engine:
Diesel, minimum net 220 hp, 6 cylinder. With engine air pre cleaner
and block heater
Operating Weight:
Minimum operating weight of 41,000 pounds exclusive of tire ballast and with
all required specifications listed below.
Transmission
Minimum of four (4) forward and three (3) reverse speeds. With differential lock.
Steering:
hydrostatic type articulated steering
Drive Train:
Torque converter automatic type drive. Rear oscillating axle, front may be fixed
or oscillating type. Front and Rear differential locking capability.
Brake:
Service brakes shall be wet disk type, sealed and fully enclosed to allow
operation in water, mud, snow, or other adverse conditions without encountering
brake fade.
Parking/secondary brake shall be equipped with a warning and/or buzzer.
Tires:
Size to be 23.5R25 Snow Rated (radial type)
Loader:
Self leveling, with a heavy-duty material bucket rated at a minimum volume
capacity of 4.25 cubic yards and a minimum width of the loader.
Bolt on type cutting edges mounted on bucket.
Minimum dump height of 160”.
Bucket breakout force of 31,000lbs
Balderson quick coupler type system for bucket attachment. Bidder shall
be responsible for verifying size and type of quick coupler
Hydraulic System:
System shall have sufficient flow to operate bucket and attachments.
Third hydraulic for operation of auxiliary attachment with quick-tach for
hydraulic lines. Artic hydraulic oil.
Cooling System:
Pressurized liquid cooling system with thermostat. Radiator shall be
filled with manufacturer's approved anti-freeze solution that provides
adequate protection to -35 degrees F. Hydraulic reversing fan.

Instrumentation:
Unit shall have gauges that include: tachometer, transmission temperature, engine
coolant temperature, engine oil pressure, voltmeter, parking brake engagement,
hydraulic filter restriction, air cleaner restriction, electric hour meter.
Engine coolant and oil pressure shall have both audible and visual
warnings.
Remote location and monitoring included at no cost.
Operator’s Station:
Cab shall be SAE ROPS/FOPS certified. Fully enclosed cab shall be
isolation mounted and shall include a retractable seat belt, minimum
35,000 BTU heater/defroster, front and rear windshield wipers, latched
Windows, AM-FM Radio, ride control and a single lockable door. Outside
rearview mirrors. Air-Conditioning.
Must also include a lighting package of four front and four rear LED
work lights, two front and rear turn and flashing lights, two stop lights, two
tail lights and dome light. Top Becon - Whelen 360 LED strobe light
(mounted per City instructions). The operator’s seat shall be an air
suspension fabric seat, fire extinguisher and rear backup camara.
Miscellaneous:
Unit shall be equipped with all standard equipment, as well as fenders and shall
include: key or other ignition switch with safety start, foot throttle, horn, block
heater or cold start system, lockable engine service doors, reverse warning
audible alarm, one (1)SMV emblem, engine fuel filter (primary to be water trap
type), safety hand holds, heavy duty dual batteries with a minimum of 1400 CCA
total and minimum 80 amp alternator and master disconnect switch.
Manuals:
Operator, maintenance, parts and troubleshooting manuals shall be provided
either on CD – Rom, internet based or paper form. Cables or software for
diagnostics and hookups to a computer shall be provided.
Service:
The continuous operation of the machine is important and sometimes an
emergency in nature, it is necessary that the successful bidder maintain and/or
have access to a parts inventory. The parts inventory shall be sufficient in size
and variety to offer a level of parts availability of normal wear out items within
48 hours from time of order.
Warranty:
Manufacturer's standard five (5) year, 4000-hour full machine warranty.
No deductible with a Loaner unit at no charge

be withdrawn 60 days after actual date of the opening. Payment will be made within 30 days after
acceptance of the unit.
