NOTICE OF LEASE REQUIREMENT

The General Services Administration (GSA) is seeking expressions of interest from owners and authorized representatives of properties meeting the following requirements:

Additional Requirements:

• Space shall be located in a prime commercial/business office district with attractive, prestigious, professional surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use.


• Offered space must be located in a professional office setting and not within strip malls.


• Offered building must be no closer than 300 walkable feet from homeless shelters, dispensaries, or drug treatment facilities, law enforcement, areas zoned for manufacturing, industrial warehouse, retail and residential areas.


• The public entrance to the building must be located more than 300 walkable feet to schools (K-12).


• Offered space must be contiguous on one floor or vertically contiguous on two floors, a minimum of 4,250 ABOA SF must be on one of the 2 floors offered


• Offered space shall provide for a configuration that will allow for an efficient layout of required adjacencies for the agency needs of space for public access, offices, workstations and special use spaces (file rooms, assembly areas, copy rooms, storage rooms, etc.).


• A loading area with double doors or an overhead door must be available in the building in which the space is offered for the handling of pallet sized loads. The loading area is not required to be above-grade.


• If a multi-story building is being offered, a freight elevator that can accommodate a full-sized palette must be accessible to the offered space.


• Offered space must have the ability to separate the public entrance from an employee entrance.


• Stops for one or more public bus lines usable by tenant occupants and their customers shall be located within the immediate vicinity of the building, but generally not exceeding a safe walkable ½ mile, as determined by the LCO. Bus stops to occur on a regular, frequent basis (schedule required to be provided. It must show location and frequency of bus stops).


• Subleases will not be considered.

Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as “100-year” floodplain).

Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). Expressions of interest must Include.

1. Building name and address;


2. Contact information and e-mail address of offeror’s representative;


3. ABOA SF and rentable square feet available, identifying the specific floors and square footages;


4. Asking full-service rental rate per ABOA SF and RSF inclusive of a standard GSA warm-lit shell;


5. Operating costs per ABOA SF and RSF included in the full-service rates;


6. Submission by anyone other than the owner or manager of a property must be accompanied by written consent from the ownership granting authority to the representative in providing the information to the Government.

The U.S. Government currently occupies office and related space in a building under a lease in Bedford, NH, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
