NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source – Oracle ERP/HCM Post-Implementation Optimization and
Modernization
The identified vendor will:
•
Maximize the County's investment in Oracle Cloud ERP/HCM.
•
Extend the useful life and strategic value of the enterprise platform.
•
Implement additional Oracle functionality that expands business capabilities.
•
Modernize enterprise business processes using Oracle best practices.
•
Increase automation while reducing manual processes.
•
Improve enterprise reporting, analytics, and executive decision-making.
•
Enhance enterprise integrations and data quality.
•
Strengthen governance, security, compliance, and organizational maturity.
•
Increase County self-sufficiency through knowledge transfer and organizational
capability development.
Procurement Timing/Deadlines:
1. Services to be delivered by July 1, 2026, through June 30, 2027.

In accordance with Shelby County’s Purchasing policy, notice of single source will be posted on
the County’s website for seven (7) days prior to award.
Notice expires on August 17, 2026 at 2:30 p.m.
