RE: ADDENDUM #5, BID NO. 20260623, CONSTRUCTION OF AMENITIES AT PORT CHARLOTTE BEACH PARK
Bidders are hereby notified that this addendum shall be made a part of the above-named proposal and contract documents.
The following is issued to modify, and/or clarify the proposal and contract documents. These items shall have the same force and
effect as the original bid and contract documents, and bids to be submitted on the specified date shall conform with the additions,
deletions and revisions as listed herein.
ITEM #1 QUESTIONS/ANSWERS:
Q1: On sheet CS-2.00, the sheet states that the 10' sport court fence at the tennis / pickleball court is by others.
However, on sheet CS-2.02, the language of "by others" is removed. Can it be clarified if the fencing for the
tennis / pickleball court is to be the responsibility of the contractor to supply and install the fencing?
A1: Yes, the fencing of the new court is the responsibility of the Contractor to supply and install.
Q2: The plan references fence as galvanized; however, most new pickleball fences are black vinyl-
coated. Please confirm the material.
A2: Fencing for this project is intended to be galvanized, not vinyl coated. This matches the existing
adjacent tennis court fencing.
Q3: The plans call out 2" pipe, but 1 5/8" Schedule 40 is typical for this type of project. Please confirm 2" is
preferred.
A3: Plans do not callout sizes for fence post. Detail 1, HS1.07, indicates the post and rail pipe sizing by
Contractor. Shop drawings are noted to be submitted for review which should notate post and
foundation sizing to meet local wind load requirements.
Q4: Bottom rail or tension wire? Plans do not specify.
A4: Per detail 1, HS1.07, callout 7 indicates a bottom rail.
Q5: With the electrical plans not available, would the county please provide the lights and electrical outlets
wanted to be used for estimating?
A5: Electrical service for the 40' by 40' shelter is being coordinated directly with FPL. Contractors should
assume up to 500' of conduit for service to the 40' x 40' shelter.
Q6: Would the county have any direction of obtaining permits without electrical plans? Will the electric plans
need to be provided when obtaining any permits associated with this project?
A6: Electrical Plans will not be needed. Conduit plans will be provided to Contractor by FPL.
BID NO. 20260623, ADDENDUM NO. 5

Q7: With the project having a 217-day timeframe, is the County expecting any delays in turnaround approval of
permits or any way of streamlining the process? Also has the county applied for the permit?
A7: It is the Contractor's responsibility to contact the Community Development department to discuss
any permitting questions. The project must be completed within 217 days from the Notice to Proceed
date.
Q8: In follow up to the permit payment clarification in addendum #4, is the Contractor responsible for the impact
fees associated with the permit or solely the building permit fees?
A8: The Contractor is responsible solely for the building permit fees. The County will be responsible for
the impact fees.
Q9: With the tennis courts to remain open would the county be opposed to reducing the project boundary to
work not being associated with the tennis courts utilizing the north, east, and south fencing as part of the project
temp fence also locking the east gate for foot traffic into the tennis court?
A9: Yes, the project area fencing can utilize the north, south and east gates.
Q10: Confirm the designated staging and laydown area(s) for materials and equipment storage, including any
access limitations or site security requirements associated with these locations.
A10: This can be determined onsite with the Awarded Contractor.
Q11: Should provide temporary protection? If so, please specify what type of temporary protection to be
included.
A11: Yes, construction chain link fencing should be installed to secure the area.
Q12: Will the County consider a bid extension to allow sufficient time to obtain pricing from REP services?
A12: REP Services is responsible for the items indicated in the plans and addressed in past addendums
and the pre-bid meeting. A bid extension will not be granted.
Q13: Please confirm if there is any prevailing wages requirements applicable?
A13: No, this project does not have a prevailing wages requirement.
Q14: Please confirm whether any hazardous materials are known to be present onsite and identify their
locations, if applicable.
A14: None.
Q15: Basketball pad dimension. Addendum 2, A2 sets the playing lines at 50 ft x 94 ft. HS-1.07 shows a 63 ft x
107 ft overall pad. Please confirm whether the paved pad is 63 x 107 with run-out, or 50 x 94 to the edge of
pavement.
A15: Please refer to the previous addenda issued for this project.
Q16: Bocce shade structure. Is the shade structure over the bocce courts included in the Bocce Court lump sum
(County bid item 32), or is it part of the shelters package?
A16: The 36' x 18' shade structures are included within the Bocce Court Lump Sum. See updates EOPC
for breakout.
Q17: Foundation engineering. TS-23 requires signed and sealed foundation drawings from a Florida PE for
fence posts, goal posts and similar elements, and Addendum 2, A8 confirms no geotechnical report exists. Who
obtains the sealed foundation designs, and will the County soil bores be shared with bidders before the bid date?
A17: The foundation design noted is a delegated design responsibility of the contractor or the
manufacturer under the responsibility of the contractor. Geotechnical if necessary to facilitate the
structural design would be the responsibility of the contractor.
Q18: Court colors. Please confirm that the owner will select from the manufacturer's standard Plexipave or equal
color chart, with no custom color mixes.
A18: Correct, standard color options.
BID NO. 20260623, ADDENDUM NO. 5

Q19: Electrical. Addendum 2, A12 states no electrical design was provided, and no court lighting is shown.
Please confirm that court lighting, power, and conduit to the courts are excluded from the athletic surfacing
scope.
A19: Correct, excluded from this bid.
Q20: Please confirm the anticipated project start date.
A20: The start date cannot be determined at this time. The project must be approved by the Board of
County Commissioners prior to establishing a start date. The County anticipates this project going to
the Board for approval on October 27, 2026.
This addendum is binding and is to be considered as if contained within the original bid documents of Bid No. 20260623. Bidders
are required to acknowledge receipt of this addendum on their bid forms.
