South Coast Air Quality Management District (South Coast AQMD) requests proposals

for the following purpose according to terms and conditions attached. In the preparation

of this Request for Proposals (RFP) the words "Proposer," "Contractor," "Consultant,"

“Bidder” and “Firm” are used interchangeably.

PURPOSE

The purpose of this Request for Quotations (RFQ) is to solicit qualified vendors

interested in providing automotive mechanical repairs and services for South Coast

AQMD’s fleet. Vendors selected through this process will be placed on a list of

prequalified vendors. This list will be used for a three-year period and vendors will be

used for mechanical repairs and services, as needed, during this period. This process is

designed to ensure South Coast AQMD uses prequalified, dependable, and cost-

effective automotive repair and service vendors.

SECTION I: BACKGROUND INFORMATION

South Coast AQMD’s vehicle fleet requires regular service and mechanical repairs.

The fleet consists of nearly 300 vehicles of various years and models, including a one-

ton truck and several ¾ ton trucks and vans. Most vehicles in the fleet are powered by

alternative fuels, with approximately 70% of vehicles powered by compressed natural

gas (CNG).

bid submittals accordingly.

SECTION IV: PARTICIPATION IN THE PROCUREMENT PROCESS

It is the policy of South Coast AQMD to ensure that all businesses including minority

business enterprises, women business enterprises, disabled veteran business

enterprises and small businesses have a fair and equitable opportunity to compete for

and participate in South Coast AQMD contracts. Attachment A to this RFP contains

definitions and further information.

SECTION V: SCOPE OF WORK

Vendors selected through this process will be placed on a prequalified list of vendors.

The list will be used for a three-year period and vendors on the list will be given an

opportunity to bid competitively on South Coast AQMD’s automotive mechanical repairs

and service jobs, as needed, during the time period. Prequalification will be based on

the following requirements:

1. All vendor work order repairs and invoices must bear the following information:

a. Itemized labor time and parts costs with corresponding identification

numbers of the part and servicing mechanic’s name or number;

b. Vehicle license number, South Coast AQMD’s vehicle identification

number, mileage, year, make and model of the vehicle;

c. Brief description of the diagnosed problem, repair, or service suggested

and/or performed;

d. Estimated cost of repairs;

e. Time, date, and name of mechanic if estimate is modified;

f. Recommended future repairs and estimated costs; and

g. List of sublet used, along with cost of any sublet work. Cost for sublet work

must be consistent with the current market. Cost will be covered by the

prequalified vendor and all warrantied apply per agreement between

prequalified vendor and South Coast AQMD.

2. Service and/or repairs furnished shall be covered by no less than a 90-day or

4,000-mile warranty, whichever occurs first. Warranty will cover all parts

(customer-provided parts excluded) and labor. Warranty does not cover work

performed by another vendor. Warranty terms must be stated on the work order

and/or invoice.

3. All work performed must be done by certified and qualified licensed mechanics

(California Automotive Service Control, Automotive Service Excellence, or similar

institutes). Service methods applied to South Coast AQMD vehicles must

conform to manufacturer replacements and suggestions, and vendors must be in

good standing with the Bureau of Automotive Repairs and with the following auto

makers: American Honda Corporation, Inc. Toyota Motors USA, Chrysler

Corporation, Ford Motor Company, and General Motors Corporation.

4. Vendor will conduct a safety check on all vehicles submitted for service and/or

repairs. The safety check will include, but not be limited to, checking all fluid

levels, brakes, and undercarriage, and suspension inspections. This safety check

will be conducted at no charge as a courtesy service. If service and/or repairs are

recommended as a result of the safety check, vendor shall notify South Coast

AQMD Automotive staff and provide an estimate for repairs before approval is

granted to commence any work.

5. South Coast AQMD does not guarantee a minimum level of work for any vendor

on the list of prequalified vendors.

6. Hourly labor rates charged by the vendor must be consistent and competitive in

the general market of area vendors.

7. All parts must be priced at a consistent and competitive rate.

8. All repairs and services will be scheduled at intervals that are consistent with the

general vehicles publications, manuals, and/or repair guides.

9. Vendors must be located within a 36-mile radius of South Coast AQMD’s

headquarters.

10. Vendor must pick up and deliver vehicles to South Coast AQMD’s headquarters.

11. South Coast AQMD reserves the right to place orders through master

agreements, cooperative agreements, or other interagency agreements with

governmental entities to achieve the best available prices. Therefore, vendors

must provide a list of their current agreements with the federal government, the

State of California, Los Angeles, Riverside, San Bernardino, or Orange Counties,

or other government agencies.

SECTION VI: REQUIRED QUALIFICATIONS

A. Contractor must hold license(s) required by the legally constituted authorities

having jurisdiction over the automotive service-repair and maintenance-type of

work. Contractor must have been in business providing automotive service, repair,

and maintenance work for at least five (5) years. Contractor submitting the

response must have its own facility and must provide the services described in

Section V – Scope of Work. A site visit may be required as part of the evaluation of

each proposal.

B. Contractor must furnish evidence of Worker’s Compensation Insurance to

California statutory limits and Employers’ Liability Insurance with limits of at least

$1,000,000, Commercial General Liability Insurance in the amount of $1,000,000

combined single limit, and Automobile Liability Insurance in the amount of

$1,000,000 combined single limit for Bodily Injury and Property Damage. South

Coast AQMD must be names as an additional insured for all of the above

insurance requirements, except Workers’ Compensation Insurance, prior to a

Contractor’s placement on the prequalified list.

Independent Contractor Status

a. Any agreement formulated as a result of this inquiry is by and between South

Coast AQMD and vendor and is not intended, and shall not be construed, to

create the relationship of agent, servant, employee, partnership, joint venture, or

association, as between South Coast AQMD and vendor.

b. Awarded vendor understands and agrees that all persons furnishing services to

South Coast AQMD pursuant to this inquiry are, for purpose of Workers’

Compensation liability, employees solely of vendor and not of South Coast

AQMD.

c. Awarded vendor shall bear the sole responsibility and liability for furnishing

Workers’ Compensation benefits to any person for injuries arising from or

connected with services performed on behalf of vendor pursuant to this inquiry.

SECTION VII: QUOTATION SUBMITTAL REQUIREMENTS

Submitted quotations must follow the format outlined below and all requested

information must be supplied. Failure to submit quotations in the required format will

result in elimination from proposal evaluation. South Coast AQMD may modify the RFQ

or issue supplementary information or guidelines during the proposal preparation period

prior to the due date. Please check our website for updates

(http://www.aqmd.gov/grants-bids). The cost for developing the proposal is the

responsibility of the Contractor and shall not be chargeable to South Coast AQMD.

Each proposal must be completed as indicated in the RFQ and submitted in its entirety,

including:

• Section X – RFQ/Title Page

• Section XI – References

• Section XII – Company Information Questionnaire

• Section XIII – Cost Proposal

• Attachment B – Certifications and Representations included in Attachment B to

this RFQ must be completed and executed by an authorized official of the

Contractor.

A separate typed cover letter, including the name, address, telephone number, and

email address of the contractor, and signed by the person or persons authorized to

represent the Firm should accompany the proposal submission. Firm contact

information as follows should also be included in the cover letter:

• Address and telephone number of office in, or nearest to, Diamond Bar,

California.

• Name, title, and telephone number of Firm's representative designated as

contact.

The proposal must include evidence of appropriate licensing to perform required

services and licenses and certificates for each mechanic, including licenses and

certificates to perform maintenance on alternative fuel vehicles.

The proposal must list any current agreements with federal government, the State of

California, Los Angeles, Riverside, San Bernardino, or Orange Counties, or other

government agencies, if applicable.
