I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe Closed-Circuit
Television (CCTV) inspection services for various sanitary sewer pipelines and manholes
(MHs) within the East Bay Municipal Utility District (District) Interceptor system.
The District intends to award a 1-year contract with District options to extend this
agreement for additional one-year periods up to four times to the Proposer(s) who best
meets the District’s requirements. Under this proposal, the District reserves the right to
award multiple purchase orders for this service and make any assignment of work in its
sole discretion and only on an “as needed” basis. The District may enter into separate
agreements with other parties for the performance of the services described. The
District does not represent that any minimum or particular amount of work will be
assigned to the selected Proposer(s), and the Proposer’s payable compensation will be
earned as assigned work is completed. The District estimates the total amount of
pipeline inspection services at approximately 13,000 lineal feet per year. See projected
quantities in Section I.C.1 Tasks below, and Bid Schedules on Proposal Form in Exhibit A
for more information. Actual quantity and frequency of requested service from any one
Contractor may vary.
If selected and awarded a purchase order, Proposers will be expected to respond to
requests for project-specific proposals within ten (10) business days. Proposals shall
include estimated costs (based on RFP bid rates) and estimated schedule (based on
Proposer’s resources and commitments). If schedule does not meet District’s needs,
District may request a proposal from another Proposer. If schedule is acceptable,
District will issue a written authorization to proceed. The District reserves the right to
commence, close, reduce, or extend Proposer services at any time in response to
changing needs.
B. PROPOSER QUALIFICATIONS
1. Proposer, Proposer’s principal, or Proposer’s staff shall have been regularly
engaged in the business of providing CCTV inspection services for large diameter
buried sewers and manholes for at least five (5) years.
2. Camera operators and coders must have a current certification from National
Association of Sewer Service Companies (NASSCO)’s Manhole Assessment
Certification Program (MACP) and Pipeline Assessment Certification Program
(PACP) with at least one year of NASSCO coding experience.

3. Inspection report including rehabilitation recommendations and approximate
remaining useful life (RUL) shall be signed and stamped by a professional civil
engineer licensed in the state of California.
4. Proposer shall hold a valid General Engineering Class A Contractor’s license.
5. Proposer shall possess all permits, licenses, and professional credentials
necessary to perform services as specified under this RFP.
C. SPECIFIC REQUIREMENTS
1. TASKS
The following scope of work is provided as a general guide. Proposer shall use
NASSCO specification guidelines as the standard for data collection, evaluation,
and reporting for all mainline and manhole inspections. Any coding must comply
with the most current NASSCO version at the time of the inspections. District will
determine the use of appropriate investigative methodology prior to the start of
each inspection project. The Proposer may present additional/alternative tasks
and details that based on their professional experience will best serve the
project.

Inspection lengths and scope are subject to change based on other District
information and projects, including but not limited to ongoing manhole and
pipeline assessments, capital improvement projects, maintenance, and
emergency responses. As such, the Proposer’s unit costs will be used to calculate
prices in the option periods following the initial one-year contract.
a. CCTV Interceptor Inspection & Manhole Inspection
Proposer shall provide CCTV inspection of the interceptor segments and
adjacent manholes. Proposer shall provide NASSCO PACP inspection
reports for each interceptor segment inspected and NASSCO MACP Level 2
inspection reports for each manhole inspected. Inspections will include
approximately 13,000LF of interceptor inspections and 35 adjacent
manhole inspections per year. Proposed scope for the first two years is
presented in Tables 1 and 2 below. Future scope for years 3 through 5 will
be defined at a later date, however, the District anticipates the inspection
quantities will be similar to years 1 and 2. Locations of pipes and manholes
are shown in Exhibit F, Reference Drawings. The work specified involves
activities in existing wastewater facilities that are live and operational at
all times. Inspections shall take place during periods of low flow, and
surface bypassing shall not be used. Work is expected to occur during the

dry season. Night work may be necessary to complete the inspections.
Proposer shall acquire all necessary permitting and provide traffic control
plans and traffic control services conforming to California Manual on
Uniform Traffic Control Devices (MUTCD) standards for all CCTV inspection
work. Proposer shall incorporate inspection results into a formalized
report and provide analysis of existing conditions, recommendations for
rehabilitation or replacement, and approximate remaining useful life
(RUL). Report shall be signed and stamped by a professional civil engineer
licensed in the state of California.
The Contractor shall use a pan and tilt CCTV camera with a minimum of
1080p resolution (1920x1080 pixels in progressive scan) and attach GoPro
video cameras or approved equal with 4K minimum resolution (3840x2160
pixels) to CCTV equipment for additional video capture during CCTV
inspections. The camera lens must be kept clean and clear and any fogging
due to oil, grease, water or debris that obscures the lens. The lens shall be
cleaned off before proceeding with the recording operation. The camera
must remain centered in the pipe during inspection. The camera lens must
be above the visible water level and may be submerged only while passing
through clearly identifiable line sags or surcharged mainline conditions.
Appropriate lighting shall be used to generate useful, discernible video
footage and minimize glare. Video footage shall be edited to be
superimposed picture-in-picture to allow linear footage tracked review of
GoPro footage. All pictures and recordings shall be in color, in focus,
properly illuminated with good contrast, and evenly spread around 360
degrees of the sewer inside perimeter without loss of contrast. If the
image quality is not adequate for post-inspection coding, Contractor shall
be required to repeat the survey at Contractor’s expense.
Each structure-to-structure segment shall be recorded as a separate
inspection. If the inspection run continues through multiple pipe
segments, a new video recording and inspection record shall be started at
each structure location. Proposer shall reference provided GIS data to
verify segment length and to identify structures that may not be clearly
visible from camera or from the street. Each structure-to-structure
segment under inspection shall be identified in the video recording. If an
unknown structure is encountered during inspection, the video shall
terminate at the new structure. A new recording shall begin at the new
structure and continue to the next structure encountered. New structures
shall be named according to the appropriate naming convention.
If an inspection of an entire structure-to-structure segment cannot be
successfully performed from one maintenance hole, a second survey shall
be performed using a reverse setup. Both inspections shall be displayed as
