Solicitation Description:

1. TFCis requesting submittal of qualifications to provide prime professionalarchitectural/engineering (A/E) services for Project #25-017-0802, Department of State Health Services(DSHS) Public Health Laboratory 2 (DPHL2).

2. CONTRACT TERM: It is the intention of TFC to award a Contract for full prime professionalarchitectural/engineering (A/E) services for the term of the project. Servicesundertaken pursuant to this RFQ will be required to commence within ten (10)calendar days of delivery of a Notice to Proceed. The Project associated withthe services requested in this solicitation is anticipated to be One thousand four hundred and sixty (1460)calendar days.


1. TheTexas 89 th Legislature has appropriated funding to the Department ofState Health Services (DSHS) to provide increased laboratory capacity.  The Texas Facilities Commission (TFC) isproviding the design and construction for the new DPHL2 Project, in support ofa major campus expansion project for DSHS, with its main campus located at 1100W 49 th St, Austin, TX 78756. DSHS services all Texans and providesessential services such as disease surveillance, prevention and intervention,maternal and child health programs, consumer protection programs, disasterpreparedness and response, vital statistics, laboratory testing, and regionaland local health services.

A primary objective is expanding theexisting laboratory space to accommodate evolving technology and growingpopulation. The scope of work includes full design services for theconstruction of a new 220,000-square-foot laboratory building , tobe located adjacent to the existing facility. The new laboratory building willprovide state-of-the-art clinical and molecular diagnostic testing spacedesigned to accommodate current operational needs while allowing for long-termgrowth and flexibility.  The new buildingwill be made up of BSL1 and BSL 2 labs for newborn screening (200,000 GSF) aswell as a BSL 3 separate facility (20,000 GSF).

The project represents a significantinvestment in advancing DSHS’s mission, and the A/E team will be required towork in close collaboration with the DSHS, TFC, TFC’s PMF (Kitchell CEM), otherconsultants, Construction Manager at Risk, and multiple stakeholders to delivera flexible, innovative, and technically complex facility that supports futureexpansion.

2. Approximatecost of construction for the aforementioned list of projects is estimated to be two hundred million dollars($200,000,000.00).

3. At the time of the RFQ issuance, theOwner has engaged Kitchell CEM as the Project Management Firm (PMF) to managethis project.

Per Texas Government Code Chapter 2166.203, The TexasFacilities Commission is using the RFQ ‘Issue Date’ as noted in the Schedule ofEvents above as the official 30 day notification requirement for an interviewwith a design professional firm.

2. MANDATORY PRE-SUBMITTAL TELECONFERENCES: The mandatory pre-submittal teleconferences will be held on Tuesday, August 18,2026 at 1:00 PM and Wednesday, August 19, 2026 at 10:00 AM. Pre-registration is required to participatein the teleconference. Respondents must have an employee of their firmattend at least one (1) of the two (2) scheduled pre-submittal teleconferences.It is not required to attend both. TFCshall reject submittals submitted by firms that did not attend one of themandatory pre-submittal conferences.
