STATEMENT OF PURPOSE
The City of West Sacramento is soliciting proposals from qualified firms ("Proposer") to provide Professional Services for Engineering Design for the Port Area Infrastructure and Complete Streets Project. More details on the City's needs for this work are provided in the Scope of Work .
Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:

The Port Area Infrastructure Project originally began as a project intended to address the poor pavement conditions along Southport Parkway. Since then, this Project has expanded to include not only road rehabilitation, but also other complete streets elements, including filling sidewalk gaps, adding bike lanes, upgrading utilities to enhance safety and to meet the needs of pedestrians, bicyclists, motorists, and public transportation uses along Harbor Blvd from the US 50 On/Off ramp to Industrial Blvd; Industrial Blvd from Harbor Blvd to the Palamidessi Bridge; Lake Washington Blvd from the Palamidessi Bridge to Southport Parkway; and Southport Parkway from Lake Washington Blvd to Promenade Street.
The high percentage of truck traffic in the Project area has significantly impacted the pavement conditions. The City recently completed the Neighborhood Pavement Preservation program which focused on preserving and maintaining local roadways. Southport Parkway between Lake Washington Blvd and Ramco Street was included as part of this Project. The dig out work completed was intended to temporarily address the most damaged areas of Southport Parkway, and although it has helped the pavement conditions, it is evident that this was a temporary solution and a more permanent solution is required.
In 2022, the City entered into a design contract and completed preliminary design, utility studies, traffic studies, and geotechnical studies. The following documents were completed and will be available in the "Attachment" section of this RFP.
Although the total project construction cost is currently estimated at $37 million it is anticipated that construction will be completed in separate phases.
