1. Purpose and Overview
The Clear Creek County Sheriff's Office, in coordination with the Clear Creek County IT Department, is soliciting competitive quotations from qualified vendors for the procurement of rugged laptop computers for use in patrol vehicles and field operations. This is an open public request; any qualified vendor may respond.
The Sheriff's Office requires high-durability, fully-featured mobile computing platforms suitable for law enforcement patrol environments, including in-vehicle use, outdoor field work, and conditions common to mountain and rural terrain. Units must support 5G cellular connectivity, integrated GPS, and multi-factor authentication including smartcard and fingerprint.
This RFQ is not a contract or a commitment to purchase. The County reserves the right to accept or reject any or all quotations, to waive any informalities, and to award to the vendor deemed most advantageous to the County.
2. Deployment Context
Vendors should understand the intended operational environment when preparing proposals:

Primary use: Clear Creek County Sheriff's Office patrol vehicles and field assignments

Operating environment: mountain terrain, high altitude, variable weather including snow, rain, and extreme temperature ranges

Units will be used in moving patrol vehicles -- vibration resistance and secure mounting compatibility are essential

Officers require uninterrupted cellular data connectivity via 5G for CAD, RMS, and real-time communications

Integrated GPS is required for AVL / computer-aided dispatch integration

Dual-battery configuration required for extended shift operation without recharging

Full security suite required: smartcard (contact + contactless), fingerprint, and IR camera for facial recognition login

3. Technical Specifications
Vendors must quote the exact model specified below, or may propose a rugged equivalent with full technical documentation. All substitutions must be clearly identified and include a side-by-side specification comparison demonstrating equivalent or superior ruggedness ratings, connectivity, and security features.
All units must be new. No refurbished, gray-market, or open-box units will be accepted.

4. Additional Requirements
-
Units must ship within 30 days of purchase order issuance, or vendor must provide a documented lead time at time of quote.

Vendor must be an authorized Dell reseller or certified partner. Proof of authorization must be included with submission. If proposing an equivalent, vendor must be an authorized reseller of the proposed brand.

If proposing an equivalent non-Dell unit, vendor must provide full ruggedness certification documentation (MIL-STD-810, IP rating, etc.) and a side-by-side specification comparison.

5G modem must be Verizon-compatible or vendor must clearly identify carrier compatibility and any required plan changes.

Vendor must confirm that the 48-month ProSupport / warranty will be registered to Clear Creek County Sheriff's Office.

Optional: vendors may include pricing for imaging, configuration, or asset tagging services as a separate line item. The County is not required to accept these services.
5. Submission Instructions

6. Terms and Conditions

This RFQ is open for ten (10) calendar days from the issue date.

All pricing must be held firm for a minimum of thirty (30) days from the submission deadline.

Payment terms: Net 30 days from receipt of invoice.

The County is tax-exempt. A Colorado tax exemption certificate will be provided upon award.
