Solicitation Notice ID: N3904026Q4819Amednment 0001 has been approved and issued by the contracting officer to be extended to the new proposal due date of 7/7/2026 @ 09:00 am EST. Attached is the added Attachment 10 – Barge Drawings which will be added to the solicitation. The questions submitted by vendors who attended the site visit are in progress to being addressed and will also be posted at a later point to the SAM.gov notice. All option line items, 1001, 1003, 2001, 2003, 3001, 3003, 4001 and 4003 have been removed from the solicitation and are not to be quoted. Exhibits C, D, E and F will be removed from the solicitation as well. A future update will be provided when the amendment is able to be posted to the notice and further alterations to the solicitation shall be made.

GENERAL INFORMATION:

1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.2 - Solicitation, Evaluation, and Award, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued Paper copies of this solicitation will not be available. This combined synopsis/solicitation SHALL be posted on SAM.gov.

2. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 and DFARS Change Notice 2025-1110. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

METHOD OF PROPOSAL SUBMISSION:

Offers shall be emailed. All responsible sources may submit a quote which shall be considered by the agency.
