Deliverables:
Simon Fraser University (SFU) seeks an experienced and qualified shuttle bus proponents to provide a 24-passenger transit shuttle bus, including capacity for two wheelchair-accessible seats and a driver, for scheduled shuttle services at the Burnaby Campus.
The shuttle will operate on a loop from Student Residences, stopping at University High Street and Nelson Way (Fraser International College, FIC). Detailed schedule and route information can be found in Appendices F and G of this RFQ.
The service will run Monday to Friday from 8:00 AM to 10:30 PM, excluding statutory holidays. SFU’s expectation is that one complete “loop” will take approx. 30 minutes meaning that each stop on the route will be serviced every 30 minutes.
SFU believes in constant improvement and over the course of the contract may adjust the schedule, service times, stop locations, etc. at SFU’s sole discretion based on demand and service improvements to the community. SFU will provide parking at no cost for the shuttle and drivers during off-hours in the "Residence West Lot."
Proponents must ensure compliance with all Mandatory Requirements outlined below. Proposals that do not meet these requirements will not be considered for evaluation.
Mandatory Requirements/Specifications:

Shuttle bus must be a 2017 model or newer.

24-passenger capacity, including two wheelchair-accessible seats with side-loading access.

Equipped with:
-
Seat belts for all passengers
-
Air conditioning and heating
-
Passenger PA system
-
GPS with data accessible to riders via a website and integration with SFU’s SNAP Mobile App
-
Fully stocked first aid kits and fire extinguisher(s)
-
One child booster seat and one child seat.

Must operate reliably in SFU winter conditions.

SFU-approved external and internal branding allowed, including shuttle route map and SFU safety information. No company branding is allowed; SFU must be able to "wrap" or externally brand the shuttle.

Shuttle registration, licenses, insurance, and other required documents must always be on board.

Service designated SFU route Monday to Friday from 8:00 AM to 10:30 PM, excluding statutory holidays.
Driver Requirements:

Bonded, with a clean criminal record check and photo ID.
-
Professional appearance, fluent in English, and undergone SFU safety and contractor orientation.

Proficient in shuttle operation, including accessible features, and maintain all relevant licenses.

Collect ridership statistics (SFU to provide forms) and announce each stop.
-
Accessible by phone or radio for emergencies and regular communication with SFU staff.

Operate responsibly and courteously, complying with all safety regulations and provincial laws.

Remain sober and drug-free, respectful of others, avoiding profanity, unsafe, or illegal behavior.

SFU reserves the right to request drivers replacement for any reason and at any time, and driver replacement will happen within 24 hours of such a request.

SFU entitled to inspect and review any of the criteria above at anytime during the hours of operation.
Proponent Responsibilities:

Adhere to all provincial laws, safety, and emissions standards for shuttle buses.

Provide a similar-sized replacement bus within 24 hours if a shuttle goes out of service, accommodating temporary SFU signage.

Ensure availability of substitute drivers for absences.

Maintain shuttle buses in excellent condition, including:
-
Routine cleaning, maintenance, and repairs.
-
Interior cleaning at least once a week and exterior cleaning at least once per month.
-
Respond promptly to SFU requests to remove buses that do not meet maintenance, safety, or cleanliness standards.
Parking, Fuel, and Charging:

Overnight parking for the Shuttle permitted on SFU property, supplier responsible for any liability.

SFU to provide charging infrastructure for electric shuttles depending on the specific charging needs of the supplied shuttle that infrastructure maybe available at the start of the contract or shortly thereafter.

Flexibility to accommodate temporary charging infrastructure delays for electric shuttles.
Reporting:

Monthly reports required, detailing:

Total mileage
-
Service summaries (including passenger boarding details: location, time, and count)

Any incidents

Supplier Responsibilities:

Cleaning beyond the minimum requirements to maintain exceptional standards.

Prompt responsiveness for additional SFU-specific requests.

Enhanced service summaries, including detailed feedback or suggestions for improvement from drivers or passengers.
Electric Vehicle
: SFU prefers to have zero emission vehicle on campus.
2.2 Material Disclosures
SFU’s long-term plan is to have a zero emission Shuttle Bus Service at SFU Burnaby Campus.
SFU Burnaby Campus does experience severe weather conditions. Vehicles need to be winter ready.
