Columbia County School System requests sealed bids from General Contractors for construction of:
Stevens Creek Elementary School and Blue Ridge Elementary School - Fire Alarm System
Replacement
Lakeside Middle School and Riverside Middle School – Carbon Monoxide and Fuel Gas Leak
Detector Upgrades

Bids will be received by the Columbia County School District (Owner) at the office of the Columbia County
Board of Education, 4781 Hereford Farm Road, Evans, Georgia 30809, until
10:00 A.M., LOCAL TIME, April 14th, 2026
The bids will be publicly opened and read aloud in Room 204 of the Columbia County Board of Education,
4781 Hereford Farm Road, Evans GA at 10:00 a.m., April 14th, 2026.
A mandatory pre-bid conference will be held on March 26th, 10:00 a.m. at Blue Ridge Elementary School, 550
Blue Ridge Dr., Evans, GA 30809.
Bidding documents may be obtained electronically through the office of the Engineer, Electrical Design
Consultants, Inc. ATTENTION: Chris Mongrue. All bid document request must be emailed to Brittany Evans
at Bevans@edc1973.com. Additionally, any questions regarding the bid documents or the bid process should

Potential bidders are to note that the Columbia County School System has standardized system wide on Fire
Alarm systems as manufactured by “Notifier” (no equals). The project must be completed during the summer
break of 2026 and contractor shall commence work on May 22nd, with a completion date of July 27th.
Potential bidders are to note such and verify they can complete the project within this time frame.
Contract, if awarded, will be on a lump sum basis. No bid may be withdrawn for a period of 35 days after time
has been called on the date of opening. Bids must be accompanied by a bid bond and in an amount not less
than 5% of the base bid. Both a performance bond and a payment bond will be required in an amount equal
to 100% of the contract price and executed by a surety company licensed to do business in the State of
Georgia and listed in the Department of the Treasury Circular 570, latest edition. The Surety Company shall
have an A. M. Best Company minimum rating of “A” with a financial size of VII “7” or better. Bonds
must be accompanied by letter stating bonding company’s current rating for verification prior to acceptance by
the Owner and execution of the formal Owner/ Contractor agreement.
Bonding of Prime Contractor: Include in the Base Bid the cost of Performance and Labor and Materials
Payment Bond for 100% of the contract sum as required by the General Conditions. Contractor shall require
the Attorney-in-Fact who executes bonds on behalf of sureties to attach certified copy of his Power of
Attorney. Bonds to be submitted prior to Notice to Proceed.
Contractors shall submit to the Owner the completed Statement of Bidders Qualifications Form attached to
the Proposal Form at the time of the bid. The successful bidder must be prepared to submit within five (5)
days of Owner’s request a properly executed AIA Document A-305 with a current audited/reviewed Financial
Statement (both to be less than one-year old). Inquiries concerning procedures should be directed to the

The Owner reserves the right to reject any or all bids and to waive technicalities and informalities and to
award the project on whatever basis is in the interest of the Owner.
