IFB 1190 Psychiatric Services for Various Facilities

The New York State Office of Children and Family Services (OCFS) Division of Juvenile Justice and Opportunities for Youth (DJJOY) operates the state's residential juvenile justice programs. OCFS DJJOY is issuing this Invitation for Bids (IFB) to seek contractors to provide psychiatric services for youth placed in or committed to OCFS custody and who are residing at Brookwood Secure Center for Youth, Goshen Secure Center, Highland Residential Center, and Industry Residential Center.

There are seven positions available under this opportunity. Psychiatrists (Lot 1) and Psychiatric Nurse Practitioners (PNP) (Lot 2) who meet the minimum qualifications are eligible to bid on any or all positions. The contracted psychiatrist(s) or PNP(s) should expect to routinely work the number of hours identified below. Please see IFB Section 4.1 Method of Award and IFB Section 4.2 Price for details regarding the maximum bid rate and how awards will be made.

Please Note: All services covered under this procurement are expected to be delivered in-person unless stated otherwise. OCFS, at its sole discretion, reserves the right to allow for telepsychiatry services when it is determined to be in the best interest of the State. The determination to allow for telepsychiatry services will only be made during contract service delivery, not during the bidding process. If telepsychiatry services are allowed during the contract by OCFS, all required services to youth as indicated in IFB Section 3.2 Product/Service Specifications and IFB Section 3.3 Delivery are expected to be delivered.

There are seven positions available:

• Brookwood Secure Center for Youth has two available positions each with a total number of routine hours not to exceed 528 hours per year. It is anticipated the awarded psychiatrist(s) or PNP(s) will work approximately 44 hours per month.
• Goshen Secure Center has two available positions each with a total number of routine hours not to exceed 528 hours per year. It is anticipated the awarded psychiatrist(s) or PNP(s) will work approximately 44 hours per month.
• Highland Residential Center has two available positions each with a total number of routine hours not to exceed 468 hours per year. It is anticipated the awarded psychiatrist(s) or PNP(s) will work approximately 39 hours per month.
• Industry Secure/Residential Center has one available position with a total number of routine hours not to exceed 528 hours per year. It is anticipated the awarded psychiatrist or PNP will work approximately 44 hours per month.

All bidders who satisfy the requirements noted in IFB Section 3.2 through Section 3.5 are eligible. Failure to meet the minimum requirements may result in a bid being found non-responsive and eliminated from consideration.

There is a maximum bid rate of $400 per hour for this procurement. The lowest cost qualified provider will be awarded. Any bid proposal submitted that exceeds the maximum bid rate limit will not be considered for an award.

Due to the nature of the requested services, locum tenen vendors and staffing agencies are not eligible to bid on this procurement. A staffing agency is any organization acting as an intermediary between job seekers and employment opportunities.
