ADVERTISEMENT FOR BIDS
Board of Directors of the Carroll-Boone Water District of Eureka Springs, Arkansas (Owner) is requesting Bids for the following Project: Raw Water Booster Pump Station Improvements, 024-02586. Bids for the Project will be received at the Carroll-Boone Water District, located at 11510 Highway 187, Eureka Springs, Arkansas, until Tuesday, July 7th 2026 at 2:00 P.M. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Constructing a new booster pump station for the East Water Treatment Plant. The booster station is a two-story structure with the first level below grade that will house three pumps (one new pump and two existing pumps that will be relocated from the existing booster station to the new booster station. The top floor will include a monorail, electrical room, and access stairs for the lower level. The project also includes yard piping and fittings to tie into the existing raw water line and demo work at the existing booster station. All electrical work and SCADA work will be performed by a separate contractor.
Bidding Documents and Plans must be obtained by contacting Olsson, Inc., 3537 N Steele Blvd., Ste 310, Fayetteville, Arkansas 72703. These documents are available from the Engineer electronically in pdf format at no fee.
All contractors intending on bidding SHALL register as a plan holder by notifying Brenda Larsen, Project Administrator, via e-mail at blarsen@olsson.com and vlebow@olsson.com . When registering as a plan holder, contractors shall submit primary contact information including name of contractor, primary contact, phone number, and physical address. FAILURE TO REGISTER AS A PLAN HOLDER MAY RESULT IN YOUR BID BEING REJECTED.
All bids shall be sealed and the envelopes addressed to President, Board of Directors, Carroll-Boone Water District, 11510 Highway 187, Eureka Springs, Arkansas72631. All bids shall be plainly marked on the outside of the envelope specifying that it is a bid for Raw Water Booster Pump Station Improvements, the time for opening of bids, and the name and current contractor’s license number of the bidder.
The contractors shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered.
Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Tuesday, June 2nd at 2:00 P.M. at Freeman-Raney Water Treatment Plant, 11510 Highway 187, Eureka Springs, Arkansas 72631. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Bid security shall be furnished in accordance with the Instruction to Bidders. The check(s) or bond(s) shall be made payable to Carroll-Boone Water District as security that the bidder(s) to whom the award(s) are made will enter into contract to build the improvements bid upon and furnish the required bonds and insurance.
All bidders must be licensed under the terms of the Arkansas State Licensing Law for Contractors, A.C.A.17-25-1-1, et seq. All bidders must also comply with the Rules and Regulations of the Contractors Licensing and Bond Law, Arkansas Administrative Rules 224-25-1, et seq.
Pursuant to Arkansas Code Annotated 22-9-203, the Owner encourages all qualified small and veteran-owned business enterprises to bid on and receive contracts for goods, services and construction. The Owner also encourages all general contractors to subcontract portions of their contract to qualified small business enterprises, and veteran-owned business enterprises.
The Board of Directors reserves the right to accept any bid which it deems most advantageous to the owner, and to reject any or all bids submitted and to hold as many bids as it desires for consideration and to waive any informalities in the proposal deemed to be in the best interest of the Carroll-Boone Water District. The Carroll-Boone Water District further reserves the right to withhold the awarding of the contract for a period not to exceed sixty (60) days after the receipt of bids.
