Notice of Intent to Conduct a Sole Source Procurement with Dormakaba Holding AG

This is a notice of intent to solicit and negotiate a sole source contract with Dormakaba Holding AG under the authority of FAR 6.302. This notice is not a request for proposal, request for quote, or invitation for bid. The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) Facilities Engineering Acquisition Branch (FEAD) Rota, Spain is planning to contract for the purchase and installation of approximately 1,500 Dormakaba Ilco 790 Door Locks with decorative plates and mechanical lock cylinders, with an additional 100 for spares; 2,000 Radio Frequency Identification Cards; two stand-alone multi-language integrated console for system management, card encoding, and interrogation of locks; system training; and maintenance over a five year period. The locks will be installed in 19 barracks aboard Naval Station Rota. The integrated console has an Authority to Operate (ATO) issued by Command, U.S. Fleet Cyber Command, and no other manufacturers have an ATO.

Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received prior to the close date of this notice will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
